Out of School Time Program Director

Full Time Position / 12 Months / Benefits

Philadelphia Electrical and Technology Charter High School received a Cohort 11-21st Century Community Learning Center Grant. This grant is a federally funded grant through the Pennsylvania Department of Education used to provide children the opportunity for out-of-school time programs. The Philadelphia E&T Community is seeking a program director to begin November 2025 or sooner.

  • The 21CCLC Program Director is responsible for the direct supervision of the 21st Century Community Learning Center as outlined in the grant agreement. The 21CCLC Program Director reports the Head of Development and Chief Executive Officer.

Specific areas of responsibilities include:

  • Planning and oversight of after school and summer programs for students in grades 9-12 at Philadelphia E&T and middle school students grades 5-8 at the Community partner school, St. Mary’s Interparochial School in alignment with Grant Objectives.
  • Building and maintaining relationships with program partners and sites, meeting regularly with school administrators and partners.
  • Working with teachers, students, and school leaders to design an exciting and engaging schedule of programs for academic enrichment, remediation, and exploration that meets the needs of students and families and the goals of the grant.
  • Daily oversight of programs and staff while programs are in operation (after school and summer).
  • Recruiting participants to meet grant objectives, including student attendance goals.
  • Hiring and supervising all program staff including independent contractors, Site Coordinator, Teachers/Tutors, Enrichment Specialists, and other staff to ensure program goals and objectives are met with fidelity.
  • Developing and strengthening an after-school and summer program of extra- curricular and academic activities for students in grades 5-8 and 9-12.
  • Developing and maintaining a schedule for project-based learning, academic, recreational, career development, service learning and extra-curricular activities
  • Conducting program evaluation and data collection, as directed
  • Working with external Program Evaluation team to conduct evaluations and performance measurements.
  • Preparing bi-weekly payroll and maintaining time records for all staff.
  • Preparing monthly, quarterly and annual reports, as directed.
  • Supervise ordering of supplies and materials for program and appropriately labeling.
  • Maintaining records of all program components, inclusive of inventory controls and processes.
  • Developing safety plans for all sites/partner locations.
  • Developing student and family outreach, recruitment, and retention plans.
  • Developing a sustainability plan.
  • Participating in state and regional meetings, trainings, and workshops as guided by CEO.
  • Assume other various duties as assigned.

Skills/Knowledge Required:

  • High School diploma and previous experience working in an out of school time program serving school-aged children required. Bachelor’s degree in Education preferred.
  • 3 Professional Clearances: FBI (Fingerprint), PA Child Abuse and PA Criminal Background.
  • Working knowledge of grant management.
  • Strong communication skills, both verbal and written.
  • Group leadership skills, including an understanding of group dynamics.
  • Demonstrated management abilities.
  • CPR/First Aid Certified or ability to do so before the hire date.
  • Physical Requirements/Work Environment:
  • Must be able to sit, stand or walk for extended periods of time.
  • Must hold a valid driver’s license and proper automobile insurance.
  • Must be about to squat or bend to communicate a youth’s level.
  • Must be able to lift up to 50 pounds and carry up to 10 pounds.
  • Must be able to participate in physical activities throughout the facility, on the property and/or on field trips.
