Heavy Civil Project Manager/Estimator
Location: Reading, PA
Job Type: Full-time
Estimated Salary: $90,000 – $125,000/year (based on experience)

SkillForce is actively hiring a Heavy Civil Estimator/Project Manager! We’re seeking a highly motivated professional with strong estimating, project management, and field coordination experience in heavy civil and utility construction to lead projects in the Reading, PA area.

Position Overview
As a Heavy Civil Project Manager/Estimator with SkillForce, you will play a key leadership role in both the pre-construction and execution phases of our projects. You'll manage estimating, scheduling, budgeting, and on-site coordination for heavy civil and underground utility projects.

Key Responsibilities

• Prepare detailed cost estimates for earthwork, utilities, concrete, and roadway construction projects

• Coordinate project planning, including budget development, subcontractor selection, and scheduling

• Manage contract administration and client communications throughout the project lifecycle

• Oversee procurement of materials, equipment, and subcontractor services

• Provide on-site support and coordination with Superintendents and Foremen as needed

• Ensure projects are completed on time, within budget, and in compliance with safety and quality standards

• Participate in project meetings, RFIs, change orders, and progress tracking

• Perform quantity take-offs from blueprints and technical documents using estimating software

• Collaborate with internal teams and external stakeholders for successful project execution

Required Experience & Qualifications

• Minimum 5 years of experience in heavy civil construction estimating and/or project management

• Strong knowledge of earthwork, underground utilities, concrete structures, and roadwork

• Proficiency in construction estimating software and Microsoft Office Suite

• Ability to read and interpret construction drawings, specifications, and technical documents

• Effective leadership, communication, and organizational skills

• Familiarity with GPS and site layout systems is a plus

• Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred

• Valid driver’s license required

• Must be able to commute to or relocate to Reading, PA
