Primary Role

The Lead Administrator, Production Assets develops and executes strategies related to production assets across the operational area. This position works with senior leadership to evaluate, prioritize, deploy and analyze technology solutions, asset optimization solutions, engineering and capital solutions, and maintenance services related to these assets.

Key Accountabilities

  • Manage all maintenance activities for area source water and water dams.
  • Regular engagement with external stakeholders and regulators: DEP, conservations districts, DCNR, Fish & Boat ect.
  • Coordinate with engineering, production, and distribution departments and act as the operational liaison for high value capital projects, including long-term capital upgrades.
  • Work closely with the legal department as the operations representative on legal matters related to plants and reservoirs.
  • Serve as the production liaison for property matters related to plants and reservoirs. This includes representation of the company regarding trespassing issues.
  • Serve as the operations liaison for land sales and cooperative agreements with outside agencies.
  • Support the production department regarding staff training and development of treatment plant operators and maintenance technicians.
  • Coordinate and direct contract security forces to ensure safety and security of all dams, reservoirs, filter plants, wells, storage tanks, and pump stations.
  • Direct ground maintenance contractors to meet operational needs and effective maintenance of all dams, reservoirs, filter plants, wells, storage tanks, and pump stations.
  • Coordinate and manage multiple service contracts to assure effective maintenance of axillary facilities at the plants and reservoirs (i.e., Lighting, HVAC, Uninterrupted Power Systems, Generators, Hoists, Septic and Loading Dock Equipment.
  • Coordinate production fleet vehicle capital planning and maintain efficient and reliable operations, maintenance, and appearance of the vehicles.
  • Complete regulatory reports and ensure timely submission of Annual Water Supply Reports.
  • Provides support and additional coverage for the Production Supervisors.

Knowledge

  • Extensive knowledge of water treatment and supply systems.
  • Knowledge of applicable state and federal regulation.
  • Broad knowledge of water production, source water management, project management, and construction management practices.
  • Experience with current production, treatment and maintenance tools, water quality testing and monitoring, source water protection, management and monitoring, preventive maintenance tools, etc.
  • Knowledge of employee relations, applicable safety and environmental regulations, federal and state water quality and design regulations and technical standards.

Skills

  • Excellent planning, organization, and time management skills as an individual and as a manager.
  • Ability to manage challenging processes, decisions, and plans and interacting with levels up to senior management.
  • Proficiency with Microsoft Office (Word, Excel, Powerpoint) email, internet browsing, and file management
  • Strong Anaytical Skills including cricital thinking and problem solving required
  • Excellent communicator - must be able to build strong relationships

Experience/Education

  • High school diploma or equivalent required
  • Bachelor of Science degree in related field preferred.
  • Must be able to do 75% field work, 25% office work
  • 5 years of water production experience preferred.

Travel Requirements

  • Up to 25% travel throughout area of Scranton, PA
  • Must have a valid driver's license

Certifications & Licenses

  • Licensed plant operator preferred.
  • DEP water and wastewater certification preferred.
