POSITION SUMMARY
Assist the Director of Elections/Voter Registration in providing eligible residents of York County with access to voter registration. Maintain election records and data to assist in compliance with all federal, state and local laws, rules, regulations and policies regarding registration, elections, record keeping and fiscal oversight of the Elections/Voter Registration Office.

Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Ensure compliance of all elections according to The Election Code, Help America Vote Act and all related federal and state acts regarding the election process.
- Maintain a thorough knowledge of the Election Code regarding the nomination of candidates, filing of campaign expense reports, and waivers.
- Oversees the processing of registration cards for new voters or residents with change of address, change of name or party; inputting of data to computer and card files; printing and mailing voting cards, recording cards that are signed and returned; removing voters based on information from Bureau of Vital Statistics due to death; sending out purge notices to inactive voters.
- Oversees all ballot requests and registration for military, Civilian Overseas, and Federal voters that fall under UMOVA and UOCAVA.
- Responds to inquiries, verbally and in writing, regarding voting and registrations, in a timely manner.
- Works with Planning Commission and uses geographic database to assure jurisdictions are assigned and coded properly; works with County Planning Commission and Municipalities to acquire new street plans; and works with the Post Office to ensure proper use of addresses.
- Manages technology for election night reporting and determines other necessary technological needs for the dept and election night.
- Coordinates and supports the communication needs of the call center operations teams in anticipation of voters’ concerns.
- Manage and respond to Election Code Record Requests, in a timely manner.
- Provides guidance on record retention services by reviewing storage guidelines and procedures; ensures destruction of documents is appropriate and follows procedures.
- Collects, reviews, logs, and follows up on Campaign Finance Reports.
- Answers questions for candidates on campaign finance.
- Assists Director in preparing for court proceedings relating to registration issues.
- Monitors and disseminates State directives and pending legal and legislation matters on what kind of impact they will have on policies and procedures, in a timely manner.
- Provides information as necessary to the County Public Information Officer (PIO) and/or Board of Election regarding issues affecting Elections and Voter Registration.
- Assist with hiring and supervising staff.
- Assist with the department budget including knowledge and understanding of completing timely submission to state and federal authorities for reimbursement for election costs under the applicable grants/laws.
- Develop and maintain working relationships on the local level with all County of York departments.
- Accurately prepare written reports and business correspondence.
- Professional and courteous demeanor.
- Must use excellent customer service to deal with the voters, candidates, and other members of the public to deal with issues and resolve problems as they arise.
- Assists Deputy of Operations with entering and received vote-by-mail ballots.
- Perform other duties as assigned.
Condition of employment . York County Policy GI 5.3, Political Activity- Code of Conduct requires that due to the need to handle all operations in a nonpartisan manner, all employees of the Voter Registration/Elections Office are prohibited from engaging in any organized political activity or in any political contributions. This includes, but is not limited to running for any political office, participation in any election campaign and/or political function, membership in any political club, association or society and signing or circulating petitions for individuals running for political office.
Essential Requirements
ESSENTIAL REQUIREMENTS
- Bachelors’ degree or equivalent knowledge/experience in election code, Americans with Disabilities Act and County Government.
- Strong analytical, writing, and computer skills (including proficiency in Microsoft Excel, Outlook and Word).
- Must have strong organizational and communication skills.
- Leadership Skills including ability to team build and supervise staff.
- High attention to detail necessary.
- Ability to manage multiple priorities at once.
- Customer service experience desirable.
- Proficient with Microsoft Office, including Excel and PowerPoint.
- Experience in managing databases.
