Someone well-versed in policy development and implementation, with a strong grasp of human resources and financial management. This role also requires experience in capital planning and a focus on economic development, including actively seeking out alternative funding sources and completing associated applications. Sound financial judgment to ensure fiscal accountability and sustainability, protecting the interests of our residents while optimizing resources for maximum effectiveness is a must. Qualifications

  • Bachelor's degree in Public Administration, Business Administration, Political Science, or related field with 5 years’ experience in municipal management or a related/comparable field, with a demonstrated track record of leadership and achievement OR 10 years’ experience in municipal management or a related/comparable field, with a demonstrated track record of leadership and achievement.
  • Strong knowledge of Township code, and state and federal laws affecting second-class townships.
  • Strong knowledge of local government operations, budgeting, finance, and administrative principles.
  • Excellent problem-solving skills.
  • Ability to communicate effectively in oral and written form.
  • Ability to work collaboratively with diverse stakeholders and build consensus on complex issues.
  • Ability to develop and maintain effective relationships with employees, public officials, associates and the general public.
  • Ability to analyze policies, regulations and laws which address new and constantly changing problems.
  • Ability to prepare comprehensive budget reports.
  • Ability to guard confidential information of major importance, including personnel records and information discussed in executive sessions of the Board.
  • Ability to work in an office environment and occasionally attend evening meetings and community events.
  • Proficiency in computer applications and technology relevant to municipal management is a plus.
  • Must possess a valid driver's license and have reliable transportation.

TOWNSHIP MANAGER - DETAILED DESCRIPTION

Appointment and removal.

The Manager shall be appointed by a majority of all members of the Board of Supervisors. The Manager shall, at the option of the Board of Supervisors, serve at the pleasure of the Board of Supervisors or shall be a contract employee, provided that no contract shall be for a term greater than two years or extend beyond the date of the reorganization meeting of the Board of Supervisors following a municipal election. They may be removed at any time by a majority vote of all its members. At least 30 days before such removal is to become effective, the Board of Supervisors shall furnish the Manager with a written statement setting forth its intention to remove him or her, or shall provide the Manager with 30 days' severance pay.

Qualifications.

The Manager should have attained a Bachelor’s degree in Public Administration, Business Administration, Political Science or related field from an accredited four-year college or university. The Manager shall demonstrate strong executive and administrative abilities, with special reference to the duties of the office as herein outlined.

Bond.

Before entering upon his or her duties, the Manager shall give a bond to the Township in the sum established annually pursuant to a resolution of the Board of Supervisors, with a bonding company as surety, to be approved by the Board of Supervisors, conditioned upon the faithful performance of his or her duties, the premium for said bond to be paid by the Township.

Manager's compensation.

The salary of the Township Manager shall be set and subsequently changed by resolution of the Board of Supervisors.

Powers and duties.

The Manager shall be the Chief Administrative Officer of the Township and shall be responsible to the Board of Supervisors as a whole for the proper and efficient administration of the affairs of the Township placed in his or her charge. The powers and duties for administration of all Township business shall be vested in the Manager, unless expressly imposed or conferred by statute or ordinance upon other Township officers.

Subject to recall by ordinance, the powers and duties of the Township Manager shall include the following:

  • Supervise, and be responsible for the activities of all municipal departments;
  • Hires, suspends and discharges employees, subject to approval by the Board of Supervisors and in accordance with applicable laws;
  • Fix wages and salaries of all personnel under his or her supervision, subject to approval by the Board of Supervisors;
  • Prepare and submit to the Board of Supervisors a budget for the next fiscal year and an explanatory budget message, in such a timely fashion as will enable the Board of Supervisors to consider and adopt the budget and related tax ordinances according to the requirements of law. In preparing the budget, the Manager, or an officer designated by him or her, shall obtain from the head of each department, agency or board, or any qualified officer thereof, estimates or revenues and expenditures and such other supporting data as is required. The Manager shall review such estimates and may revise them before submitting the budget to the Board of Supervisors;
  • Be responsible for the administration of the budget after its adoption by the Board of Supervisors;
  • Develop, in conjunction with the preparation of the budget, long-range fiscal plans for the Township, such plans to be presented annually to the Board of Supervisors for its review and adoption;
  • Hold such other Township Offices and head such Township departments as the Board of Supervisors may from time to time direct;
  • Attend meetings of the Board of Supervisors and its committees, upon request of the Board of Supervisors, with the right to take part in the discussions;
  • Prepare the agenda for each meeting of the Board of Supervisors and supply facts pertinent thereto;
  • Keep the Board of Supervisors informed as to the conduct of the Township affairs; submit periodic reports on the condition of the Township finances and such other reports as the Board of Supervisors requests; and make such recommendations to the Board of Supervisors as deemed advisable;
  • Submit to the Board of Supervisors, as soon as possible after the close of the fiscal year, a complete report on the finances and administration activities of the Township for the preceding year;
  • See that the provisions of all franchises, leases, permits, and privileges granted by the Board of Supervisors are observed;
  • Employ, with the approval of the Board of Supervisors, experts, and consultants to perform work and to advise, in connection with any of the functions of the Township which are within the Township Manager’s duties;
  • Attend to the letting of contracts in due form of law. The Manager shall supervise the performance and faithful execution of the same, except insofar as such duties are expressly imposed by statute upon some other Township Officer;
  • Be responsible for all accounts payable and receivable;
  • Serve as purchasing officer of the Township and purchase, in accordance with the provisions of the Second Class Township Code,[1] all supplies and equipment for the agencies, boards, departments, and other offices of the Township. The Manager shall keep an account of all purchases and shall, from time to time, or when directed by the Board of Supervisors, make a full written report thereof. He or she shall also issue rules and regulations, subject to the approval of the Board of Supervisors, governing the procurement of all municipal supplies and equipment;
  • Investigate and dispose of, or designate an officer to investigate and dispose of, all complaints regarding Township service and personnel, and to report to the Board of Supervisors thereon. All complaints regarding Township services shall be referred to the Manager;
  • Enforce the Township Personnel Manual as well as ordinances, resolutions, rules, and regulations of the Township;
  • No less than annually, review the performance of department head;.
  • Shall supervise the routing of all reports and correspondence;
  • Performs technical review of subdivision plans and land development plans. Makes appropriate recommendations to township planning commission and zoning hearing board. Take necessary action to carry out commission and board decisions;
  • Shall perform such other duties as may be required by the Board of Supervisors, not inconsistent with the law or ordinances;
  • The Manager shall cooperate with the Board of Supervisors at all times and in all matters that are in the best interest of the Township and of the general public may be maintained.

Other offices.

The Office of Township Manager shall not be deemed incompatible with the Office of Township Secretary, Township Treasurer, Township Roadmaster, or any other Township Office or employment, except that of Supervisor, Auditor or Township Police Officer.

Disability or absence of Manager .

If the Manager becomes ill or needs to be absent from the Township, he or she shall designate one qualified member of his or her staff or the Board of Supervisors to perform the duties of the Manager during his or her absence or disability. The person so designated shall not perform these duties for a period longer than two weeks without the approval of the Board of Supervisors.
