Job Title: Operations Manager
Department: Department of Public Works
Reports To: Project Manager
FLSA Status: Non-Exempt
Education: Bachelor’s degree in Public Administration, Business, Facilities Management, or related field (or equivalent experience)
Experience: Minimum of 5 years in operations, facilities, or public works management, including supervisory experience. Proficiency in Microsoft Office Suite and project management tools. Valid driver’s license required.
Work Schedule: Ability to work a rotating schedule with days worked reflecting the seasonal business needs.
Summer Hours: 7a-3p Tuesday- Saturday
Winter Hours: 7a-3pm Monday- Friday
Position Summary:
The Operations Manager oversees the daily operations and long-term planning of the Department of Public Works. This leadership role ensures efficient service delivery, regulatory compliance, and effective coordination between administrative and field teams. The Operations Manager is responsible for supervising staff, managing budgets, optimizing workflows, and serving as a liaison with community stakeholders, including HOAs and regulatory agencies.
Duties and Responsibilities include, but are not limited to the following:
Operational Oversight:
- Lead and supervise maintenance and administrative staff, ensuring alignment with departmental goals.
- Develop and implement operational procedures, maintenance schedules, and service standards.
- Monitor and evaluate performance metrics, adjusting strategies to improve efficiency and service quality.
- Administrative Leadership:
- Oversee departmental budgeting, procurement, and financial reporting.
- Ensure accurate recordkeeping for work orders, inspections, contracts, and compliance documentation.
- Coordinate grant applications, capital improvement projects, and vendor contracts.
- Regulatory & Compliance Management:
- Ensure compliance with OSHA, environmental, and municipal regulations.
- Maintain documentation for audits, inspections, and insurance claims.
- Manage permits, licenses, and inspection schedules for public infrastructure.
Stakeholder Engagement:
- Serve as the primary liaison with HOAs, addressing infrastructure concerns and coordinating shared services.
- Represent the department in public meetings, forums, and inter-agency collaborations.
- Maintain positive relationships with vendors, contractors, and community partners.
Project & Resource Management:
- Plan and oversee seasonal operations (e.g., snow removal, landscaping).
- Manage inventory and procurement of supplies and equipment.
- Coordinate with contractors to ensure project timelines, safety, and quality standards are met.
Certificates and Licenses (Preferred)
- OSHA 30-Hour Certification
- Project Management Professional (PMP) or Certified Facility Manager (CFM)
- Certified Maintenance & Reliability Professional (CMRP)
- CPO- Certified pool operator
- CPSI- Certified Playground Inspector
