Job Summary
This position requires the application of accounting principles and practices, ability to analyze and interpret accounting records and apply/adapt established accounting methods to a variety of governmental fund accounting transactions, categorically and complex, within a computerized accounting system.

Responsibilities
- Maintain HSS claims interface with general journal system to ensure fiscal year to calendar year reconciliation with County general ledger and expenditures.
- Maintain all agency revenue accounts on a fiscal year basis to ensure verification of grant receipts, proper classification of federal and state grant allotments, medical assistant reimbursements and certified carryover balances.
- Maintain classification and monitoring of agency case management and administrative medical assistance reimbursements. This includes the timely and accurate preparation, analysis and distribution of revenue earnings and reimbursement management reports.
- Conduct sub-recipient fiscal monitoring in accordance with independent cost report and audit desk reviews for compliance with state and federal grantor monitoring requirements.
- Communicate and maintain cost allocation updates for agency’s payroll time split program and application to ensure proper expenditure classification and reporting in accordance with the PA Dept of Human Service (DHS) reporting requirements.
- Prepare quarterly and annual fiscal reports as prescribed by DHS.
- Prepare and coordinate all general journal entries for complete reconciliation with the County’s Controller’s Office on a monthly, calendar and fiscal year end basis.
- Analyze and prepare the agency’s schedule of federal financial assistance revenue schedules for incorporation into the County’s single audit report on a calendar year basis.
- Perform other duties as assigned.
Essential Requirements
- Graduation from a four-year college or university, including or supplemented by 15 credits in accounting and one year of professional accounting experience; or one year as a Fiscal Technician and 15 college credits in accounting; or five years of bookkeeping experience and 15 college credits in accounting.
- Knowledge of commonly-accepted accounting principles and procedures.
- Some knowledge of the principles and practices of cost accounting.
- Some knowledge of the practices and procedures of office management.
- Ability to assemble, analyze, and prepare reports and statements of financial data.
- Ability to analyze and interpret accounting records.
- Ability to apply and adapt established accounting methods to a variety of accounting transactions and situations.
