OVERALL OBJECTIVE OF JOB
This is a professional social service position of an administrative nature in the County’s Children and Youth Services department. Employees in this class direct and supervise the overall operation of Clarion County Children & Youth Services, assuring compliance with all applicable federal, state and County laws and regulations. This position is expected to exercise considerable initiative and independent judgment in achieving outcomes.
ESSENTIAL FUNCTIONS OF JOB
- Plans, directs and supervises the overall services and staff of Children & Youth.
- Interprets agency programs, policies and procedures to clients, staff, agencies and community.
- Evaluates supervisory staff and prepares performance evaluations as required; Signs off on all employee performance evaluations; Participates in all disciplinary processes and makes recommendations to Human Services Director on employee selection and/or discharge.
- Develops annual Needs Based Plan and Budget and projections for approvals.
- Works closely with Human Services Fiscal Director regarding budgets, special grants, monitoring of expenditures and statistical reports for department.
- Presents at public speaking engagements to educate/inform public regarding Children & Youth agency role, function, etc.
- Interacts with internal staff departments and external social service agencies in regard to clients’ services and needs; interprets policies, programs and procedures.
- Travels to agencies and providers as required to perform essential job duties.
- Maintains current knowledge of applicable laws and regulations relating to Children & Youth Services and interprets same to staff as necessary.
- Develops, evaluates and maintains all corrective action plans in conjunction with the Quality Assurance Program Specialist, that are a result of Children and Youth audits.
- Develops and implements Agency policy/procedures in conjunction with Quality Assurance Program Specialist to increase efficiency within the Agency.
- Conducts individual supervision with supervisors, and discusses policies, programs and plans of department.
- Develop and sign off on all subsidy agreements for youth achieving permanency via SPLC or adoption.
- Respond to all requests for information received under the Freedom of Information Act
OTHER DUTIES OF THE JOB
- Attends meetings, trainings and in-services as required.
- May assist supervisors and caseworkers on home visits.
- Performs other job-related duties as required.
SUPERVISION RECEIVED
Supervised by the County Commissioners.
SUPERVISION GIVEN
Supervises all staff in CYS; Provides direct supervision to all supervisors and management level staff.
WORKING CONDITIONS
- Works indoors in adequate work space, lighting, temperatures, and ventilation. Works with average indoor exposure to noise, but subject to frequent disruptions and stress.
- Normal indoor exposure to dust/dirt.
- Works in conditions of potential outbursts or disruptive behavior of individuals.
- Travels frequently during all seasons and is exposed to outdoor elements, including snow and icy roadways.
- Works frequently outside the office and is exposed to above average dust/dirt/odors and smoke.
- Periodically works beyond normal work hours.
PHYSICAL AND MENTAL CONDITIONS
- Must possess above average ability to record, convey, and present information, explain procedures, and follow instructions.
- Usually performs job functions in a high-stress environment.
- Must be able to sit and/or drive for long periods throughout the work day with intermittent periods of standing, walking, bending, twisting, and reaching as necessary to carry out essential duties of job.
- Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso as necessary to carry out duties of job.
- Sedentary work, with occasional lifting/carrying of objects with a maximum weight of fifty (50) pounds.
- Must be able to cope with the physical and mental stress of the position.
- Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.
- Must be able to pay close attention to details and concentrate on work.
- Must have above-average ability to think clearly and act decisively.
QUALIFICATIONS
Three years of experience in the field of public or private social work, including one year working with children and youth; and a bachelor's degree; or Any equivalent combination of experience and training.
Clearances:
- Must work in conjunction with employer to apply for Act 34 PA State Police Criminal History, Act 151 PA Child Abuse and FBI clearances prior to employment. All clearances must reflect acceptable results.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
1. Must be able to speak and understand the English language and to follow oral and written instructions.
2. Must possess effective communication and interpersonal skills.
3. Must possess initiative and problem-solving skills.
4. Must possess ability to function independently, have flexibility and the ability to work effectively with clients, coworkers and others.
5. Must possess ability to maintain confidentiality in regard to client and department information and records.
6. Must possess ability to operate personal computer and related software, to type and utilize other office equipment, and to prepare required reports.
7. Must possess the ability to make independent decisions when circumstances warrant such action.
8. Must possess the knowledge of the principles and practices supervision, administration and community organization, and the ability to administer the delivery of children and youth services in compliance with applicable laws and regulations.
9. Must possess the ability to plan, organize and assign work to staff in regard to department tasks to monitor completion of same.
10. Must possess the ability to interview applicants for department positions and to make hiring (or discharge) recommendations to Human Services Director.
11. Must possess knowledge of County, state and federal laws and regulations as they relate to children and youth and the ability to interpret same to staff.
12. Must possess ability to prepare and implement budgets and fiscal reports as required.
13. Must posses the ability to develop and implement agency policies and procedures and to ensure staff compliance with same.
14. Must possess ability to interact effectively with staff, clients, boards, committees and others, and to assist and/or participate in several related organizations.
15. Must possess ability to present effective public speaking in general public on issues relating to Children & Youth Services.
16. Must have extensive knowledge of the judicial and court systems as it relates to youth services.
17. Must possess some knowledge of Juvenile Court and Probation Office practices.
18. Must assure coverage for all unit functions in the absence of Supervisor.
