Senior Civil Engineer / Public Works PM (Low-Stress / Flexible Role)
Overview
We are seeking an experienced Senior Civil Engineer / Public Works Project Manager for a flexible, low-stress role supporting municipal and PennDOT projects. This position is ideal for a seasoned professional (including semi-retired) who wants meaningful involvement without long hours or corporate pressure. The role focuses on project oversight, compliance, constructability, and coordination with inspectors and engineers on contractor-side public works projects.
Responsibilities
- Review plans, specifications, and scopes for municipal and PennDOT projects
- Lead submittals, RFIs, pay applications (AIA / PennDOT), and change orders
- Coordinate with municipal engineers, inspectors, and regulatory agencies
- Support certified payroll (WH-347), prevailing wage, and compliance documentation
- Perform constructability reviews and quality control of subcontractor work
- Assist with schedules, progress tracking, and cost reviews
- Support PennDOT prequalification and audit readiness
- Provide technical guidance to field teams and project managers
Requirements
- Bachelor’s degree in Civil Engineering or Construction Management (U.S. accredited)
- 10+ years of experience with public works contractors (municipal / DOT / bonded projects)
- Strong knowledge of:
- PennDOT or similar DOT specifications
- Municipal inspections and compliance
- Certified payroll and prevailing wage
- Construction means, methods, and field execution
- Contractor-side experience (not design-only)
- Comfortable working in both field and office environments
