Position Overview

The Commonwealth of Pennsylvania is seeking a Business Relationship Manager (BRM) to serve as the primary liaison between business stakeholders and the Enterprise Services Office (ESO) IT teams. The selected candidate will coordinate project delivery, manage stakeholder relationships, support Agile initiatives, and perform business analysis activities to ensure business requirements are translated into effective IT solutions.

Required Skills

• 3–5 years of experience as a Business Analyst (BA), Business Relationship Manager (BRM), Project Coordinator , or similar role
• 5 years of experience gathering and documenting business and technical requirements
• 5 years supporting Agile teams and SDLC processes
• 3+ years of hands-on experience with Azure DevOps or similar work management tools
• 3–5 years coordinating testing activities and supporting User Acceptance Testing (UAT)
• 3+ years managing project deliverables, milestones, risks, and issues
• 5 years facilitating communication and alignment between business stakeholders and IT teams
• Experience documenting business processes and clarifying requirements
• Experience with backlog refinement, user story development, and sprint coordination

Key Responsibilities

• Serve as the primary Business Relationship Manager (BRM) between business units and IT teams
• Coordinate project deliverables, milestones, governance activities, risks, and issue tracking
• Gather, analyze, and document business and technical requirements
• Facilitate stakeholder communication and ensure alignment with business objectives
• Support Agile ceremonies, backlog refinement, sprint planning, and user story development
• Assist with business process documentation and requirements clarification
• Coordinate testing activities, support UAT, validate solutions, and ensure business needs are met
• Utilize Azure DevOps to manage work items and maintain traceability throughout the SDLC

• Position will be onsite/hybrid initially
• Telework is not guaranteed and will be determined by the hiring team after onboarding
• 37.5-hour work week
