Our services span Title 28 home health (Chapters 601/611), residential habilitation, and intellectual/developmental disability (IDD) support under Title 55 (Chapters 6100/6400), as well as OLTL/Community HealthChoices waiver programs.
Position Summary
We are seeking a reliable, experienced, and compassionate House Manager to oversee the day-to-day operations of a QHCG residential habilitation home serving individuals with intellectual and developmental disabilities (IDD). The House Manager serves as the on-site leadership presence, ensuring that individuals receive high-quality, person-centered support in a safe, structured, and home-like environment. This role bridges direct care and program management — supervising DSP staff, maintaining regulatory compliance, coordinating with the clinical team, and advocating for the individuals in the home. The ideal candidate is a natural leader with a strong background in residential habilitation and a deep commitment to the dignity and well-being of the people they serve.
Key Responsibilities
Residential Operations & Individual Support
- Oversee the daily operations of the residential home, ensuring a safe, clean, and supportive living environment for all individuals served
- Provide direct support to individuals as needed, including assistance with ADLs, meal preparation, medication administration, and community participation
- Ensure Individual Support Plans (ISPs) and Behavior Support Plans (BSPs) are implemented consistently and correctly by all DSP staff
- Monitor individual progress toward ISP goals and communicate updates to the program specialist, behavior specialist, and clinical team
- Coordinate medical appointments, transportation, and community integration activities for individuals in the home
- Respond to and document all incidents, behavioral episodes, or health changes in accordance with QHCG policy and ODP/OLTL reporting requirements
Staff Supervision & Scheduling
- Directly supervise, coach, and evaluate Direct Support Professionals (DSPs) assigned to the residential home
- Develop and manage staff schedules to ensure adequate coverage across all shifts, including nights, weekends, and holidays
- Conduct on-site orientation and skills-based training for new DSP staff
- Address attendance, performance, and conduct issues in collaboration with HR and agency leadership
- Foster a team culture rooted in accountability, respect, and person-centered values
Regulatory Compliance & Documentation
- Ensure the residential home operates in full compliance with Pennsylvania Title 55 (Chapters 6100/6400) regulations governing residential habilitation services
- Maintain all required residential records including medication administration records (MARs), daily logs, incident reports, fire drill documentation, and vehicle maintenance logs
- Prepare the home for ODP licensing inspections, CARF accreditation reviews, and MCO audits
- Ensure timely and accurate documentation of all services and supports in Therap or the agency's designated EHR platform
- Monitor EVV compliance among DSP staff and address discrepancies promptly
Administrative & Leadership Duties
- Serve as the primary point of contact for individuals' families, guardians, and support coordinators regarding the residential program
- Participate in ISP meetings, quarterly reviews, and interdisciplinary team conferences
- Collaborate with agency leadership on program quality, home maintenance needs, supply procurement, and budget adherence
- Report regularly to the Program Director or Associate Administrator on operational, staffing, and individual support matters
- Maintain a working knowledge of all waiver program requirements applicable to the individuals served
Required Qualifications
- High school diploma or GED required; Associate's or Bachelor's degree in Human Services, Psychology, Social Work, or related field preferred
- Minimum 2–3 years of experience in a residential habilitation, group home, or IDD direct care setting
- Minimum 1 year of supervisory or lead staff experience
- Working knowledge of Pennsylvania ODP regulations (Title 55, Chapters 6100/6400) and person-centered planning
- Experience with medication administration and MAR documentation
- Valid Pennsylvania driver's license with a clean driving record
- Ability to pass Pennsylvania criminal background check, child abuse history clearance, and FBI fingerprinting
- Current CPR/BLS certification (or willingness to obtain prior to start)
- Strong written and verbal communication skills; ability to maintain professional documentation and communicate effectively with families, guardians, and clinical staff
Preferred Qualifications
- Experience as a House Manager, Residential Supervisor, or Program Lead in a Chapter 6100 or 6400 licensed residential setting
- Familiarity with Therap EHR platform for documentation and individual records management
- Experience implementing ISPs and behavior support plans developed by a behavior specialist
- Knowledge of OLTL/Community HealthChoices waiver programs
- Experience with EVV platforms such as HHAeXchange or Sandata
- NADSP E-Badge certification or Frontline Supervisor training completion
- Bilingual candidates strongly encouraged to apply

Work Environment
This position is based on-site at a QHCG residential habilitation home in the Delaware County area.
