Resource Conservation Technician

ACCOUNTABILITY: Employee reports to the Land & Water Resource Manager and District Manager
RESPONSIBILITIES: Employee is expected to work within the confines of the Erosion and Sedimentation Pollution Control (E&SPC) program and National Pollutant Discharge Elimination System (NPDES) permitting program for the discharge of stormwater associated with construction activities according to the terms provided in the delegation agreement by and between the Pennsylvania Department of Environmental Protection (DEP) and the Lebanon County Conservation District (LCCD). Employee will also administer LCCD’s Dirt, Gravel, and Low Volume Road (DGLVR) Maintenance Program. Additional functions in conformance with regulations and program manuals developed by DEP as amended and updated.
E&SPC Program Responsibilities:
- Application and permit filing and processing
- Administrative reviews of applications
- Technical plan reviews and corresponding comment letters
- Field inspections and corresponding reports
- Gaining voluntary compliance and/or compliance enforcement
- Performing complaint investigations and follow-up inspections to resolve complaints
DGLVR Program Responsibilities:
- Identifying and assessing dirt, gravel, and low volume roads that may impact water quality
- Working with municipalities and other community partners to prepare and plan projects
- Overseeing the Quality Assurance Board (QAB) and prepare project rank lists and decision-making materials
- Preparing presentations for LCCD’s Board of Directors including funding allocation recommendations, contracts, and project amendments
- Manage contracts and financial allocations and oversee projects
CERTIFICATIONS & LICENSE: Employee shall, within three years of employment, obtain Certified Professional in Erosion & Sediment Control certification and maintain certification throughout employment. Employee is expected to keep current and proficient in all state regulations, policy and guidance as they pertain to the E&SPC program and NPDES permitting program. Employee shall possess a valid motor vehicle operator’s license as issued by Commonwealth of Pennsylvania.
PERFORMANCE STANDARDS: Employee shall effectively perform routine duties without direct supervision and schedule own time. Employee shall apply knowledge and skills necessary to accomplish tasks and develop solutions to problems. Employee is expected to remain current with program changes and to obtain and apply new skills required to maintain an optimum level of job performance.Employee shall make every effort to respond promptly and sensitively to customer concerns and apply discretion in choosing a method of response. High standards of organization are required to achieve maximum productivity. LCCD values teamwork and collaboration; staff are expected to assist with general LCCD events as needed. Employee shall perform additional duties as assigned by supervisor.
PHYSICAL DEMANDS: Job may require walking and traversing all types of terrain in all weather conditions, occasional climbing and occasional lifting up to 25 pounds.

Pay: $50,000.00 - $55,000.00 per year
