OVERALL OBJECTIVE OF JOB
The position of Telecommunicator I (TCO I) is a specialized, highly technical position. The TCOII receives and processes public safety requests from citizens or other emergency response agencies. Once a request is received, the telecommunicator must interrogate, prioritize and dispatch appropriate public safety agencies (Police, Fire, EMS and HazMat). Work is often completed in extremely stressful environments. All work must be completed accurately and rapidly, no matter what the situation is. Position requires strict adherence to confidentiality.
ESSENTIAL FUNCTIONS OF JOB
- Process incoming information from a multi-line computerized telephone system quickly and accurately
- Evaluate the circumstances and provide appropriate responses
- Document all information in appropriate digital or hard copy documents
- Master the operations of all 9-1-1 operating systems (Radio, Phone, CAD, CLEAN, LAN, etc.)
- Certify and operate the Pennsylvania CLEAN and NCIC system terminal including but not limited to verifying licenses, firearms, and other requirements to authorized agencies
- Complete and certify in the Clarion County Department of Public Safety 9-1-1 Division Training Curriculum
- Complete Continuing Education credits as necessary to maintain certifications
- Coordinates response of emergency services and provides additional assistance to responding agencies as needed (for example: Police, Fire, Emergency medical services, etc.
- Provides pre-arrival instruction as necessary
- Maintains confidential files and procedure records and log sheets for department
- Interacts with general public, government and public agencies, department and field staff.
- Processes various forms, reports and other department paperwork as required.
- Keeps updated on all applicable policies, procedures, and regulations regarding emergency services and related areas.
- Monitors weather conditions and alerts staff on duty and/or the Deputy Director,
9-1-1 or Deputy Director, EMA as required.
OTHER DUTIES OF THE JOB
1. Attends trainings, seminars, and in-services as required.
2. Assists in keeping office neat and orderly.
3. Performs other duties as assigned.

Position reports directly to the on duty shift lead and Deputy Director, 9-1-1

WORKING CONDITIONS
- Works in adequate workspace, lighting, and temperatures, but with fluctuations in ventilation.
- Works with average indoor exposure to noise, but subject to frequent disruption and stress.
- Normal indoor exposure to dust/dirt.
PHYSICAL AND MENTAL CONDITIONS
- Must possess the ability to record, convey and present information, explain procedures, and follow instructions.
- Must be able to sit for long periods throughout the workday with intermittent periods of standing, walking, bending, twisting, and reaching to carry out duties of job.
- Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job.
- Light work, with occasional lifting/carrying of objects with a maximum weight of twenty pounds.
- Must demonstrate emotional stability.
- Must be able to cope with physical and mental stress.
- Must be able to move frequently throughout the workday.
- Must be able to pay close attention to details and concentrate on work.
- Must be able to react quickly mentally and physically to emergency situations.
POSITION REQUIREMENTS
- Must be 18 years of age before certification date of TCO II
- Must have and maintain a clean criminal record.
- High School Diploma or equivalent before certification date of TCO II
- IAED Emergency Telecommunicator Couse (ETC) Certification
- IAED Emergency Police Dispatcher Certification
- IAED Emergency Medical Dispatcher Certification
- IAED Emergency Fire Dispatcher Certification
- Must be able to obtain certification in CPR.
- Must be able to obtain CLEAN and NCIC Operator Certification
- Must maintain any other required certifications, including those that are state mandated.
- Must successfully complete pre-employment drug screening and hearing test
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
- Must be able to speak and understand the English language in an understandable manner to carry out the essential job duties.
- Must possess effective communication and interpersonal skills.
- Must possess ability to function independently, have flexibility, and the ability to work effectively with others.
- Must possess technical knowledge of operating personal computers and other office and communication equipment.
- Must possess ability to coordinate response of emergency services and provide support to field units.
- Must possess general knowledge of office practices and procedures, including ability to maintain accurate files and record keeping.
- Must be able to multitask and pay attention to detail.
- Must possess ability to maintain confidentiality regarding County information and records.
- Must possess the ability to effectively be a part of a group and work together
- Must possess the ability to maintain effective working relationships with co-workers, shift leads, government officials, other agencies, the news media, and the public.
