Permit Program Technician

Starting Salary Range: $48,641 to $53,505 (DOQ) with an excellent benefits package
The Centre Region Council of Governments is accepting applications for the position of Permit Program Technician, for Centre Region Code Administration, which serves seven municipalities (population of 100,000) in Centre County.
This is a semi-technical position that provides comprehensive administrative support and coordination to the Code Administration office, including, responding to administrative inquiries, preparing invoices, processing payments, conducting property research, and issuing permits in a prompt and efficient manner for the existing structures program (rental housing and fire safety).
Qualifications
- Two (2) years post-secondary education, or related equivalent experience.
- One (1) year of experience in customer service, computer applications, and receptionist duties using a multi-line phone system, knowledge of billing systems and strong spreadsheet skills.
- ICC Permit Technician Certification (Not required for hire but must be obtained within one (1) year of hire.)
- Knowledge of the principles, practices, and functions of the PA Department of Labor and Industry, the International Code Council, the Centre Region COG, and the member municipalities.
- Ability to:
o Provide excellent customer service and work cooperatively with staff and the public.
o Organize, prioritize, and complete work independently with minimal supervision.
o Communicate clearly and professionally in written and verbal form.
o Identify and solve problems using sound judgment under time constraints.
o Handle varied situations with professionalism and adaptability.
o Use computerized billing systems and office software.
o Prepare professional correspondence, memos, and reports.
o Use office equipment such as copy machines, computers, scanners, fax machines, etc.
o Be meticulous and detail oriented.
Work Environment
- Work is performed mostly in an office setting.
- Hand-eye coordination is necessary to operate computers and various pieces of office equipment. Specific vision abilities required by this job include close vision and the ability to adjust focus.
- While performing the duties of this job, the employee frequently is required to sit for prolonged periods of time, stand and talk or hear; use hands and fingers to handle, feel, or operate objects, tools, or controls and reach with hands and arms.
- The employee is occasionally required to walk; sit; climb or balance; stoop, kneel, crouch, or crawl; climb; and smell.
- The employee must occasionally lift and/or move up to 25 pounds.
