POSITION SUMMARY:

The Community Evening Reporting Center (CERC) Site Manager is an integral member of the CERC team. The CERC will provide support to CERC staff and youth. This position reports to the CERC Director and maintains close communication with JJC’s Executive team and other admin staff. The site manager must communicate all concerns and issues upwards to the program director and executive director.

The Site Manager is responsible for the daily supervision, coordination, and oversight of the Community Evening Resource Center (CERC) operations during assigned shifts. The Site Manager ensures a safe, structured, and engaging environment for youth, staff, families, and community partners. The position provides direct supervision to staff, ensures compliance with agency policies and procedures, monitors program quality, supports youth engagement, and serves as the on-site leader responsible for maintaining smooth program operations.

The Site Manager is expected to model professionalism, accountability, and leadership while supporting staff development, program implementation, family engagement, and community partnerships.

WORK SCHEDULE:

The Site Manager must be available while programming is operating so that the supervision of youth, staff, and facilitators can be monitored and observed. This is a full-time salary position.

The CERC Site Manager position primarily operates during evening hours (6:00PM – 2:00AM) to support the Community Evening Resource Center program. Business needs may require the Site Manager to flex their schedule to accommodate daytime meetings that may occur before programming begins. The Site Manager is considered a leadership position and is expected to maintain flexible schedule to ensure the safety, quality, and effectiveness of program operations while supporting staff, youth, families, and community partners.

EDUCATION/CREDENTIALS/EXPERIENCE:

· A Bachelor’s or associate degree in one (1) of the following disciplines: Psychology, Social Work, Sociology, Education, Criminal Justice, or other Human Service field is strongly preferred or a High School diploma and a minimum of 5-7 years’ experience working in a similar role.

· An annual physical form verifying that the employee is “free from contagion".

· Act 168, FBI, child abuse and PA criminal Clearances within one year of hire.

· A proven and demonstrated ability and experience in working within a team-based setting and group settings.

· Possess valid driver’s license with clean driving record.

· Must be able to be insured through the agency’s insurance company to drive agency vehicles.

SKILLS/QUALIFICATIONS:

· Possess excellent oral and written communication skills.

· Possess self-control and emotional regulation skills in a stressful environment and when assisting youth in crisis.

· Ability to present a professional appearance and manner in adherence with department and agency Personal Appearance policy.

· Ability to be ethical and always use professional decision-making and professional judgment.

· Ability to stay awake, alert, and function during late hours.

· Ability to work from 6pm to 2am and maintain flexibility for weekend coverage.

· Must pass Child Abuse, Criminal and FBI clearances.

· Proficiency with Microsoft Office and electronic documentation systems.

· Excellent written and verbal communication skills.

· Ability to manage multiple priorities in a fast-paced environment.

· Proven leadership skills with a diverse workforce.

· Knowledge of youth development principles and trauma-informed practices.

· Ability to build positive relationships with youth, families, staff, and community partners.

· Strong organizational and time management skills.

POSITION RESPONSIBILITIES:

· Oversee daily operations of the CERC program during assigned shifts.

· Ensure the facility is safe, secure, clean, and properly maintained.

· Open and close the facility in accordance with program procedures.

· Conduct regular safety rounds, facility inspections, and equipment checks.

· Monitor security cameras, fire safety systems, and emergency equipment.

· Report maintenance concerns and facility issues to administration.

· Maintain inventory of cleaning, office, and program supplies.

· Assist with meal coordination and supply management as needed.

· Ensure compliance with transportation and van safety procedures.

· Provide direction, supervision, and operational support to program staff.

· Monitor staffing levels and assist with shift coverage when necessary.

· Serve as the on-site leadership representative during programming hours.

· Communicate operational concerns, incidents, and staffing issues to the CERC Director.

· Participate in hiring, interviewing, onboarding, and training staff as requested.

· Support staff development through coaching, guidance, and performance feedback.

· Participate in staff trainings, meetings, and professional development activities.

· Support a safe, structured, and positive environment for youth participating in the program.

· Assist staff with crisis intervention, conflict resolution, and behavior management when needed.

· Ensure youth sign-in/sign-out procedures are followed.

· Ensure emergency contact information and required documentation are complete and secured.

· Respond appropriately to emergencies and complete incident reports as required.

· Assist with transportation of youth when necessary.

· Serve as the primary point of contact for law enforcement or emergency personnel during programming hours.

· Assist with development and implementation of monthly activity calendars and program initiatives.

· Support family engagement activities, special events, and community outreach efforts.

· Collaborate with community organizations, schools, businesses, and service providers to strengthen partnerships and program opportunities.

· Assist with identifying and maintaining relationships with volunteers, facilitators, and community partners.

· Represent the CERC program at meetings, networking events, and community functions as assigned.

· Support data collection, program reporting, compliance reviews, and outcome tracking activities.

· Assist with grant-related documentation and audit preparation as requested.

· Maintain accurate daily reports and required program documentation.

· Ensure compliance with agency policies, confidentiality standards, mandated reporting requirements, and DHS regulations.

· Participate in meetings to support communication, coordination, and program effectiveness.

· Maintain regular communication with program leadership regarding incidents, operational needs, and program updates.

· Perform additional duties, as assigned, to support program operations and agency needs.

PHYSICAL DEMANDS/WORK ENVIRONMENT:

· The ability and willingness to adjust work hours in accordance with City of Philadelphia and Phila. School district schedule.

· The ability to walk, drive, see, bend, stand, and verbally communicate.

· Ability to stay awake, alert, and on standby for any events such as emergencies, visitors, etc..

Administrative Responsibility

Ensures compliance with all JJC’s policies and procedures, including confidentiality and reporting suspected abuse in accordance with CPSL, 23 Pa.C.S. § § 6301—6385, and JJC policies and procedures.
