Float Representative / Organizer

Based throughout Pennsylvania

PASNAP is seeking a highly motivated, member-focused Float Representative / Organizer to support local unions, organizing campaigns, contract fights, leadership development, and workplace organizing throughout Pennsylvania.

This position is designed to provide flexible, high-impact support across PASNAP’s union, organizing, and campaign programs. The Float Representative / Organizer may be assigned to representation work, organizing drives, contract campaigns, strike preparation, leadership development, or temporary local support based on organizational needs and strategic priorities.

The successful candidate will be a strong organizer, communicator, strategist, and relationship-builder who believes in building worker power through member-led organizing and collective action.

Primary Responsibilities
Local Support & Float Representation
The Float Representative / Organizer may be assigned to support locals experiencing staffing transitions, increased campaign activity, strategic organizing needs, or temporary vacancies.

Responsibilities may include:

  • Supporting local officers, executive boards, grievance chairs, stewards, and member leaders
  • Attending labor-management meetings, executive board meetings, membership meetings, grievance meetings, and workplace meetings
  • Assisting with contract enforcement, grievance handling, workplace issue campaigns, and member communication
  • Helping maintain continuity of service during staff leaves, vacancies, or major campaigns
  • Supporting locals in strengthening internal systems, leadership development, membership engagement, and workplace structure
  • Coordinating closely with Staff Representatives, Regional Field Directors, Organizing Directors, and PASNAP leadership

Organizing Responsibilities
The Float Representative / Organizer plays a central role in building strong workplace organization both within existing PASNAP locals and among unorganized healthcare workers.

Responsibilities include:

  • Identifying, recruiting, and developing rank-and-file leaders
  • Building organizing committees, member committees, workplace structures, and communication systems
  • Conducting one-on-one organizing conversations
  • Mobilizing members around workplace issues, contract campaigns, informational pickets, strikes, and organizing campaigns
  • Creating and implementing strategic organizing plans
  • Preparing members and workers to respond to employer anti-union campaigns and management tactics
  • Maintaining accurate organizing records, participation tracking, leader lists, and workplace maps
  • Supporting high-participation organizing standards and sustainable member-led structures

External Organizing
The Float Representative / Organizer may support campaigns involving unorganized healthcare workers seeking union representation.

Responsibilities include:

  • Conducting outreach through phone calls, workplace conversations, home visits, digital outreach, and small group meetings
  • Assessing worker support, leadership potential, workplace structure, and campaign readiness
  • Building and developing organizing committees
  • Supporting card-signing campaigns, election campaigns, recognition campaigns, and first-contract campaigns
  • Helping workers prepare for anti-union campaigns, captive audience meetings, retaliation, and misinformation
  • Supporting NLRB election logistics, turnout, and campaign coordination
  • Identifying potential unfair labor practices and communicating concerns appropriately

Contract Campaign & Strike Support
Responsibilities may include:

  • Supporting locals preparing for negotiations and major contract fights
  • Assisting bargaining committees and contract action teams
  • Coordinating mobilization activities including petitions, sticker days, informational pickets, and strike preparation
  • Supporting member communication and workplace organizing throughout negotiations
  • Helping build participation, unity, discipline, and strike readiness

Representation & Contract Enforcement
When assigned to representation work, responsibilities may include:

  • Training officers and grievance chairs
  • Representing members in grievances and investigatory meetings
  • Filing grievances and assisting with arbitrations or unfair labor practice charges
  • Supporting contract enforcement systems and workplace issue tracking
  • Acting as a resource on workplace rights and contract interpretation

Leadership Development & Training
A major focus of this position is developing worker and member leaders capable of sustaining strong workplace organization.

Responsibilities include:

  • Recruiting and training member leaders, activists, and organizing committee members
  • Facilitating formal and informal trainings
  • Teaching organizing skills including one-on-one conversations, issue identification, and majority-building
  • Supporting member-led meetings and leadership accountability
  • Building sustainable organizing structures beyond a single campaign

Communication Responsibilities
The Float Representative / Organizer must communicate effectively with members, workers, leaders, employers, community allies, and staff.

Responsibilities include:

  • Conducting one-on-one conversations and workplace outreach
  • Writing leaflets, bargaining updates, newsletters, campaign materials, and organizing communications
  • Reporting clearly and accurately to supervisors and leadership
  • Supporting member unity and collective action across differing viewpoints

Political & Community Campaign Support
Responsibilities may include:

  • Supporting PASNAP political, legislative, and community campaigns
  • Coordinating member mobilization for union-wide priorities
  • Building relationships with labor allies, elected officials, and community organizations
  • Assisting with healthcare justice and public policy campaigns

Data & Systems
Responsibilities include:

  • Maintaining accurate organizing and membership records
  • Tracking campaign activity, participation, and workplace structure
  • Using Broadstripes, Google Sheets, Excel, and related systems
  • Supporting data-driven campaign planning and reporting

Qualifications & Skills
Qualified candidates should demonstrate:

  • Knowledge of the labor movement and worker organizing
  • Experience in labor organizing, representation, contract campaigns, or union work
  • Strong leadership identification and development skills
  • Excellent verbal and written communication skills
  • Ability to build relationships with workers and members
  • Understanding of labor law, grievances, organizing campaigns, and contract enforcement
  • Ability to manage multiple projects and campaigns simultaneously
  • Strong organizational skills and attention to detail
  • Ability to work independently and collaboratively
  • Willingness to work long and irregular hours, including evenings and weekends
  • Willingness and ability to travel throughout Pennsylvania
  • Valid driver’s license and reliable transportation

Preferred:

  • Experience with Broadstripes or similar databases
  • Healthcare labor or union experience

Work Environment
This is a dynamic, field-based position involving significant travel, workplace visits, organizing conversations, meetings, campaign activities, and member engagement throughout Pennsylvania.

Other Duties:
Perform other duties as assigned by PASNAP Leadership.

Salary range is: $83K to $136K – (Years of experience on Wage Scale)
