The Head of Non-Mandated Program Business & State Filings leads, manages and provides oversite of complex and sizable P&C insurance portfolio, ensuring sound underwriting and regulatory compliance to support strong financial performance. Responsible for managing cross-functional stakeholders, monitoring and driving portfolio quality and guiding strategic decisions that balance growth, profitability, and client needs. Through disciplined governance and proactive issue management, the position ensures effective execution of business objectives across diverse P&C programs.
They will also lead and manage cross-functional teams to deliver high-quality client management, operational, underwriting, and financial services for non-MRSNA Business Units. Drive organizational discipline, strategic planning, and risk governance across complex NM program operations. Foster a collaborative, responsive, and results-oriented culture, with a strong focus on executive-level engagement and influence.
Responsibilities
In this position you will:
Non-Mandated Responsibilities
- Direct due diligence and qualification of new, complex NM business opportunities; align resources and develop solutions for potential challenges.
- Set operational priorities and allocate resources to support NM program initiatives in line with organizational objectives.
- Lead and motivate multi-disciplinary teams, ensuring efficient coordination and performance across insurance and reinsurance operations.
- Serve as the primary client management contact for operational and financial matters, building and sustaining strong relationships with senior and executive stakeholders across non-MRSNA Business Units.
- Lead all negotiations of NM Program Administrator/MGA contracts and related agreements, exercising expert influence and oversight.
- Ensure compliance with regulatory, underwriting, and company standards; oversee audits and implement corrective actions to optimize portfolio performance.
- Monitor key performance indicators, enforce policies, and communicate critical program results to internal and external executive stakeholders.
- Mentor and guide NM Program Specialists; conduct on-site client visits and drive continuous improvement in operations and profitability.
- Executive Relationship & Influence
- Maintain a global perspective, partnering closely with business units and senior leaders across the organization to align regional strategies with enterprise objectives.
- Develop, grow, and sustain exceptionally strong relationships with Program Client Senior Executive Teams and non-MRSNA Business Unit Senior Teams.
- Demonstrate advanced interpersonal, negotiation, and influence skills to drive alignment, resolve complex issues, and achieve strategic objectives at the executive level.
- Lead by example in fostering cooperation, collaboration, and responsiveness among diverse teams and stakeholders.
State Filings Responsibilities
The State Filings Team is responsible for leading and managing all aspects of the State Filings function, including strategy development, resource allocation, and process improvement. This role ensures compliance with regulatory requirements and alignment with company objectives while fostering a high-performing team culture.
- Lead and manage the State Filings Team, setting filing strategy, prioritizing projects, and driving process efficiencies.
- Oversee Bureau Filings maintenance (ISO, NCCI, AAIS & Independent State Bureaus) to ensure timely and thorough review and communication of filing circulars.
- Conduct Line of Business updates and process improvement meetings with IT, Statistical Reporting, Product Development, Actuary, and Legal.
- Manage proprietary state filing processes, ensuring timely deliverables and alignment with client expectations.
- Build and develop a strong, motivated team; lead process improvement initiatives and prepare staff for future leadership roles.
- Review and validate remittance of payments for association company assessments (ISO/Verisk, AAIS, NCCI).
- Prepare and administer employee compensation processes, including setting team commitments and objectives.
- Identify, assess, and execute contracted vendor support to address staff augmentation needs and team capability gaps.
Qualifications
Successful candidates will possess the following experience/skills/qualifications:
- 15+ years of leadership experience in multi-line property and casualty insurance.
- Deep expertise in insurance regulatory requirements, statutory requirements (admitted and non-admitted), and MGA/MGU operations.
- Proven skills in executive-level relationship management, strategic leadership, negotiation, problem-solving, and team management.
- Strong organizational, analytical, and interpersonal abilities, with a track record of building lasting business partnerships.
- Strong leadership, communication, motivational, interpersonal, and negotiation skills.
- Ability to solve complex problems independently and make sound, analytical decisions.
- Experience in developing and sustaining strong business partner and client relationships.
- Highly organized, decisive, creative, and influential team builder.
- Demonstrated ability to strategically evaluate staffing needs, source and manage vendor partnerships, and integrate external resources effectively within the team.
The Company is open to considering candidates in numerous locations, including Princeton (NJ), Philadelphia (PA), and New York City (NYC). The salary range posted below reflects market variations across various locations. The offer will be adjusted per geography.
The base salary range anticipated for this position is $185,000-$296,000, plus opportunity for company bonus based upon a percentage of eligible pay. In addition, the company makes available a variety of benefits to employees, including health insurance coverage, an employee wellness program, life and disability insurance, 401k match, retirement savings plan, paid holidays and paid time off (PTO).
The salary estimate is adjusted to reflect the varying market conditions across different locations, with the with the higher end being more aligned with the NYC job market. Factors that may be used to determine your actual salary include your specific skills, how many years of experience you have and comparison to other employees already in this role. Most candidates will start in the bottom half of the range.
