POSITION SUMMARY:

Mackin Engineers & Consultants is seeking a senior-level Transportation Engineering Manager to lead our Highway & Traffic Engineering Department. This is a strategic leadership role with oversight of highway and traffic operations, project delivery, staff development, and departmental growthparticularly focused on expanding our work with DOT clients. As part of our firms management team, the successful candidate will bring technical expertise, operational leadership, and a track record of building and maintaining strong client relationships.

WHAT YOU'LL DO:

• Provide leadership and operational oversight for the Highway & Traffic Department, ensuring alignment with company goals and project excellence.
• Direct planning, design, and execution of transportation projects including roadway, traffic, safety, multimodal, and utility coordination efforts.
• Serve as Project Manager or Technical Lead on complex projects, ensuring technical accuracy, budget control, and schedule adherence.
• Lead department staffing, mentorship, QA/QC processes, and professional development initiatives.
• Serve as primary point of contact for key DOT clients, particularly WVDOH and PennDOT, fostering client relationships and identifying new business opportunities.
• Lead business development activities including proposal preparation, interviews, and strategic pursuits for DOT and municipal projects.
• Collaborate across departments and offices to coordinate resources, meet workload needs, and ensure project efficiency.
• Represent Mackin at industry conferences, public meetings, and technical forums.

WHAT WE'RE LOOKING FOR:

• Bachelors degree in Civil Engineering or a related field (PE license in WV and PA required or obtainable; PTOE a plus).
• 10-15+ years of progressive experience in transportation engineering, including team leadership and project management roles.
• Strong working knowledge of PennDOT, PA Turnpike, and WVDOH standards, practices, and funding programs.
• Proven experience delivering DOT projects and managing multi-disciplinary teams.
• Working knowledge of traffic operations, HOPs, stormwater design, signal design, and roadway alignment.
• Strong leadership, communication, and organizational skills.
• Experience with MicroStation, AutoCAD, OpenRoads, and related engineering software.
