Job Description
We are looking for a Project Manager/Specialist to lead the planning, implementation, and oversight of workforce development initiatives, particularly in education and manufacturing sectors. This position will be Full-Time and Remote .
What You'll Do

Establish, monitor, and report on program objectives, key performance indicators (KPIs), and continuous improvement strategies, including metrics related to RAP HUB development, employer participation, and apprentice outcomes

Lead the planning, implementation, and oversight of Education and Manufacturing RAP HUB activities, ensuring alignment with state workforce priorities, federal grant requirements, and regional labor market needs

Conduct and coordinate strategic employer outreach in Southern Indiana, including engagement with manufacturers, school corporations, postsecondary institutions, and workforce partners to expand apprenticeship participation and program adoption

Direct, plan, and implement policies, objectives, and activities to ensure effective program operations, scalability, and long-term sustainability of apprenticeship initiatives

Interpret and explain federal and state policies, rules, regulations, and laws related to apprenticeship, education, workforce development, and grant compliance to employers, education partners, government officials, and other stakeholders

Identify programmatic risks and barriers to employer participation or program implementation and recommend or implement corrective action plans

Prepare and review reports for leadership and funders, including program performance updates, employer engagement outcomes, funding requests, and implementation documentation

Direct or coordinate financial and budget activities to support RAP HUB operations, employer incentives, technical assistance, and regional outreach efforts

Ensure all program activities comply with applicable federal and state laws, policies, and grant requirements

Develop and deliver training, technical assistance, and guidance for staff, employers, education partners, and intermediaries related to RAP development, HUB operations, and employer engagement strategies

Coordinate and execute communication plans, including stakeholder updates, outreach materials, and cross-agency messaging related to apprenticeship expansion efforts

Serve on internal and external committees, advisory groups, and boards that support workforce development, education alignment, and employer engagement initiatives

Recruit, onboard, train, and supervise staff or consultants supporting RAP HUBs and employer outreach efforts, ensuring clarity of roles, expectations, and professional development opportunities

Set expectations, measure performance, provide ongoing feedback, and evaluate employee outcomes to ensure quality standards, deadlines, and procedures are met
What You'll Need
Required:
-
Specialized knowledge in workforce development, education, apprenticeship, or related program areas obtained through experience and/or education
-
Extensive knowledge of employer-based training models, education-to-career pathways, and Registered Apprenticeship Program structures, particularly within education and manufacturing sectors
-
Demonstrated experience working with employer partners, education systems, and workforce agencies to design, implement, or scale programs
-
Extensive knowledge of federal and state laws, policies, and funding requirements governing workforce development, education, and apprenticeship programs
-
Ability to develop and implement new principles, policies, and operational frameworks, including assessing long-term and system-wide impacts
-
Strong presentation and facilitation skills with the ability to communicate effectively with employers, educators, government officials, and community stakeholders
-
Ability to analyze data, evaluate results, and use evidence to guide decision-making and problem-solving
-
Proven ability to manage program budgets, prepare financial reports, and ensure responsible stewardship of public funds
-
Ability to delegate work, set strategic direction, and manage workflows across teams or initiatives
-
Demonstrated supervisory skills, including coaching, performance management, and employee development
-
Ability to work effectively with a wide range of internal and external partners across Southern Indiana and statewide
Preferred:

Experience delivering training and technical assistance to diverse stakeholders

Knowledge of communication strategies for program outreach and stakeholder engagement

$46.20 per hour
The pay range for this position is listed above. Exact compensation may vary based on several factors, including location, experience, and education. Benefit packages include medical, dental, and vision insurance, as well as 401k retirement account access. Employees in this role may also be entitled to paid sick leave and/or other paid time off as provided by applicable law.
