Responsibilities

POSITION SUMMARY: The Certified Investigator investigates assigned reports of allegations of abuse, neglect, and exploitation of individuals supported and students. Investigations may occur in a variety of settings and are completed in accordance with Elwyn policy and applicable licensing and/or payor requirements.

DUTIES AND RESPONSIBILITIES:

In accordance with Elwyn policies, best practices, and certified investigator protocols and procedures:

  • Reviews complaints, documents, regulations, and/or internal policies that may be relevant to all assigned investigations concerning the allegation(s) of abuse, neglect, client's rights, or exploitation of individuals served or students
  • Develops primary and secondary investigatory questions, as required, based on all allegations of assigned investigations
  • Conducts complete and comprehensive investigation interviews of all complainant(s), witness(es), and target(s) party to and within the scope of assigned investigations
  • Collects, secures and maintains chain of custody of, manages, and organizes all evidence pertinent to the investigation, including but not limited to video recordings, photographs, site schematics, hand-written statements from complainant(s), witness(es), and, as applicable and available, alleged victim(s), etc.
  • Uses critical thinking and sound judgement to analyze evidence related to the allegation(s)
  • Communicates with Incident Management during the investigation advising of any issues or delays
  • Writes comprehensive investigation reports summarizing facts, statements, evidence, and any objective data obtained during course of the investigations as to whether abuse, neglect, or exploitation is substantiated
  • Presents investigation report, results/conclusions, and, as applicable, recommendations to the administrative team
  • Participates in case conferences and meetings with supervisors and peers regarding case progress and disposition
  • Works occasionally outside of traditional working hours which may include evenings, weekends, and holidays, as required for case-related functions and/or as required by management
  • Travels using personal vehicle
  • Communicates with all stakeholders on the progress of the investigation, as appropriate
  • Performs other duties as assigned

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS :

  • High school diploma or graduate equivalency diploma (GED); bachelor's degree in the field of human services or related field preferred
  • Two (2) years of experience as a Certified Investigator or equivalent investigatory experience
  • One (1) year experience working directly with people with intellectual, developmental, or medical disability(ies)
  • Obtain and maintain Pennsylvania Certified Investigator status regardless of state or program allowing for a consistent and thorough understanding of the investigatory process
  • Knowledge of investigation policies, procedures, and standards required per applicable regulations, payors, and state agencies
  • Knowledge of applicable laws relating to provider investigations and protective services
  • Knowledge of the population Elwyn serves including adults and children with behavioral health issues, and intellectual, developmental, and physical disabilities Ability to independently write comprehensive reports in English with proper grammar and spelling
  • Ability to adhere to the elements of objectivity, speed, and thoroughness with conducting investigations
  • Ability to present findings objectively
  • Ability to work in a potentially emotion-filled environment
  • Ability to conduct interviews in a variety of locations, licensed facilities, group homes, and community settings; availability to travel locally and for flexible work hours, as needed
  • Ability to work in environments where individuals with behavioral issues may be present
  • Previous experience working within a unionized workforce preferred
  • Non-profit human service experience highly preferred
  • Demonstrated ability to work effectively as part of a team
  • Ability to work in a fast-paced deadline-driven environment and manage and prioritize multiple, often competing, priorities
  • Demonstrated strong attention to detail
  • Demonstrated strong time management and organizational skills
  • Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little need for direct supervision
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
  • Experience using/knowledge of Electronic Health Record (EHR) / Electronic Medical Record (EMR) preferred
  • Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; ability to learn and independently use internal and external investigation reporting and management systems
  • Must possess a current, valid driver's license in state of residence, have a minimum of two (2) years of driving experience within the United States, and have an acceptable driving record
