Job Summary
POSITION SUMMARY
The GIS Analyst II position, under the direction of the GIS Administrator, focuses on maximizing Geographic Information Systems (GIS) technology to support emergency response and public safety specifically for York County 911. This role involves utilizing County GPS hardware to digitize new data into the Geo-database, maintaining and updating GIS data, ensuring data accuracy, and usability of the data, often working closely with 911 dispatchers, first responders, municipalities, and other relevant agencies. This also includes maintaining the data according to NENA standards and validating ALI and LVF databases.
This position should be able to work with minimal supervision and apply skills to solve geospatial problems. This position should also have skills to identify the needs of internal and external customers and provide the appropriate products to meet their needs.

Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assist with maintaining York County Emergency Services GIS layers
- Use GIS analysis tools to solve spatial problems resulting in maps, graphs and/or reports.
- Maintains NG911 and LDP data.
- Assists with testing CAD upgrades and biweekly map uploads of CAD
- Tests all GIS functions monthly at back-up facility
- Completes call routing sheets
- Troubleshoot issues with phone screen and NG911 provider
- Verify new roads and send approval letters to municipalities and engineering firms
- Updates Common names into the CAD system and database
- Troubleshoots and responds to trouble tickets and cad.net requests
- Maintains Street Flex (CAD back up response plan and address database) Commercial maintenance, street maintenance and Fire/EMS response plan maintenance
- Verify addresses/roads from Assessment with CAD/MSAG/Street Flex
- Creates maps upon request.
- GPS new roads, hydrants, park points, etc.
- Completes projects assigned by GIS Administrator.
- Maintain knowledge and maintenance of the County geographical layout as related to the municipalities.
- Post and logs information on various forms as related to the E911 databases for documentation and testing purposes.
- Performs clerical duties, file documents, answers telephone and relays messages.
- All other reasonable duties as assigned.
Essential Requirements
ESSENTIAL REQUIREMENTS
- Minimum of two years experience in a GIS related field or public safety communications field, or a combination of education, training and experience, which provides the knowledge, skills and abilities required for the job.
- Sound knowledge regarding ESRI Licensed products, and/or NENA standards, and NG911 addressing requirements.
- Ability to interpret mapping data.
- Strong analytical and problem-solving skills to address data discrepancies.
- Excellent communication and interpersonal skills to work effectively with diverse stakeholders.
- Must be able to travel to attend training and meetings.
- Must be available after normal working hours for special meetings and emergencies.
- Must be able to participate in continuing education, as available.
- Excellent organization, verbal, and written communication skills required along with proficiency in Microsoft Word, Excel, and PowerPoint.
- Must be resourceful and proactive while consistently demonstrating a positive and professional demeanor.
- Must exhibit strong teamwork skills, process requests and relay information in a timely manner.
- Must comply with York County’s Employee Handbook/Employee Policies
- Must possess a valid Pennsylvania Drivers License.
- Ability to maintain confidential records and correspondence.
- Ability to have flexible hours to perform upgrades, repair vital system operations in the event of a failure and assist emergency operations during a critical event
- Must be able to pass a county background check with no record of criminal convictions.
- Must be able to handle CONFIDENTIAL DATA, disclosure of which is protected by law.
