A vacancy exists for a Purchasing Coordinator to work within the Office of Business Services at the Montgomery County Intermediate Unit ! The Purchasing Coordinator position is to coordinate the purchasing activities of the MCIU. The position will develop and implement purchasing procedures, process bids and purchase orders, and ensure compliance with applicable laws and regulations. This position also provides external purchasing support to clients.
Qualifications:
- Minimum of BS Degree in appropriate field (BS degree requirement may be waived with significant experience in specialized area of position)
- Minimum of 3-5 years of progressive experience in appropriate field, leadership experience strongly preferred
- Expertise (includes one or more of the following):
- Responsibility for budget of programs or initiatives
- Interfaces frequently with Customers and Stakeholders
- Very Specialized skills in area of concentration proven by work experience, certificates, etc.
- Autonomous nature of work performed
- Ability to use technology to gain information and communicate with others
- Advanced ability to use/learn MS Word, Excel, Power Point, and other complex programs
Ability to operate office equipment and use computer technology efficiently
Must be a proficient typist; must appropriately handle confidential information
Ability to work independently and make work-related decisions and exercise good judgement in prioritizing tasks
Duties & Responsibilities:
Purchasing Support
- Assist in the purchase of materials and equipment for the MCIU by competitive bids, competitive sealed proposals, requests for proposals, government catalog contract purchases, informal quotations, and negotiations following established MCIU criteria and policies as well as state and federal rules and regulations.
- Assist in the preparation of all bidding documents, including notice and instruction to bidders, specifications, and form of proposal.
- Assist in receiving and evaluating formal bids and making recommendations for the award of contracts for board approval.
- Assist in receiving and studying comparative prices and quotations. Making purchasing decisions based on information obtained.
- Initiate contact with vendors to check on supply and equipment availability, invoices, purchase orders, and contracts.
- Detect, research, and resolve purchasing issues and programs with incorrect orders, invoices, and shipments.
- Approve and monitor all purchase requisitions to determine correctness of information, calculations, coding, etc.
- Administer contracts and handle adjustments with suppliers, including requirements of material not conforming to specifications, cancellation of orders, and ensuring receipt of proper credit.
- Maintain and prepare MCIU's depreciable asset list including depreciation schedule.
- Maintain MCIU procurement cards, as well as, other purchasing card accounts (i.e. Sunoco, etc)
Cooperative Purchasing Support
- Provide Administrative Support to SEPaST (Southeastern PA Schools Trust)
- Provide administrative support to SEPaST Executive Committee and Board of Trustees, as needed.
- Maintain open communication with members, including but not limited to:
- Regular updates to SEPaST Website
- Prepare and distribute meeting agenda and supporting documentation
- Take and prepare minutes of meetings with technical topics (meetings often occur outside of regular business hours)
- Provide Accounting support to SEPaST Trust Manager including but not limited to:
- Record transactions from downloaded bank statements into Excel Cashbook
- Review invoices for correctness prior to payment approval
- Prepare and balance Pro Forma and Monthly Financial Statements
- Prepare journal entries from misc. cashbook items, interest earned, monthly admin fees for districts, etc.
- Coordinate Online Bidding System for Supply Bids for both District/LEA Users and Vendors for county level consortium
- Prepare county-wide bid award documents & communicate results of supply bids
- Compile catalog fixed discount bids and distribute results
- Assist with communications and invoicing for the Act 1 Homestead/Farmstead mailing
- Develop and maintain relationships with district purchasing personnel and vendors
- Assist in facilitating a county-wide committee for cooperative purchasing oversight
- Assist in the development of new joint purchasing opportunities, as well as, expansion of entities utilizing joint purchasing initiatives.
Other
- Handle correspondence with insurance companies for risk management programs, including but not limited to submitting initial claims, gathering additional data/documentation from program departments, maintaining communication with carriers on the status of claims, etc.
- Coordinate the collection and consolidation of various statistical data
- Actively model the mission, values, and operating principles of the MCIU.
- Perform other related duties as assigned by Supervisor.
Location:
The Montgomery County Intermediate Unit is located at 2 W. Lafayette St. Norristown, PA 19401.
Work Schedule:
Monday-Friday, 7 hours/day, 12 months (260-262 days/year)
Annual Salary:
$60,565/year - $71,253/year (SA2)
