Project Procurement Manager
Alphanumeric is hiring a PROJECT PROCUREMENT MANAGER to work in Marietta, PA with our client of 20 years committed to improving lives through medical and pharmaceutical advancements.
Pay Range: $100 - $113
Key Responsibilities:
- Build and maintain collaborative and strategic relationships with internal and external key stakeholders.
- Champion the project safety culture, behaviours, and engagement activities.
- Engage with internal and external legal on project related matters.
- Understand the strategy for the selection of the contract forms utilised on a project.
- Assist the selected Design-Builder company, to define strategy on how to award the project`s subcontractors` packages.
- Follow and Assist Procurement Lead review the Design-Builder `s company procurement activities (precontract and post contract) and their alignment to company policies, values, and expectations.
- Represent the company in the commercial discussions with the trade contractor vendors during sourcing phase & take leadership if Design-Builder is not leading these commercial discussions appropriately the discussion to achieve best quality offer presented to the company.
- Assist and challenge if required the Design-Builder company during their sourcing process up to contract award.
- Assist Procurement Lead in contractual routing where necessary (collect the approvals and obtain contract signature of the site signing authority) as per company policies.
- Assist Procurement Lead sourcing activities upon selected packages where the company is directly purchasing goods/services, driving value through means of consolidation, rationalisation and standardisation and including tendering, analysis, supplier selection, whilst using negotiation to deliver further cost savings and efficiencies.
- Support the creation of Purchase orders/Shopping cards by providing supporting information to Project Admin team.
- Record savings in online tool GALAXY.
- Engage with PM, Global Category Lead and Global Procurement Manager & provide information on current standing & bottlenecks.
- Ensure, when sourcing, the company uses global procurement tools as per PMF requirements (tendering template, RFQ form, decision matrix, prequalification from, progress status reports, payment plan etc).
- Ensure that approval documents (Single Source Justification, Supplier Selection Approval, Contract.
- Approval Form, Contract, Task order) are following company standards and policies.
- Understand the responsibilities for provision of scope (design, procurement, construction, etc) across the various contracted parties.
- Ensure there is a proper handover of information, documents, details to the Contract Admin.
- Represent Procurement in the Contract management lifecycle and support if required the Contract Admin, Project Team in expediting, contractual claims and if there is dispute resolution.
- Support discussion with Legal in the post award stage.
- Support the monitoring of contractor performance.
- Lead project completion performance review with the Design-Builder company.

KNOWLEDGE AND EXPERIENCE:
- Bachelor's degree/master's degree in Procurement.
- Proven Procurement experience across key procurement processes.
- Experience with Guaranteed Maximum Price or Target Cost forms of contract.
- Expert knowledge and experience of Sourcing and Negotiation.
- Knowledge and experience of Contract Management.
- Experience in project management, project execution planning, construction management, scheduling and progress management, cost management and value engineering: how these impact on contract management.
- Understanding of how different functions interface on projects.
- Familiar with the GCP Project Management Framework (PMF), relevant engineering standards and compliance requirement as well as Quality Management Systems.
BUSINESS RELATIONSHIPS:
- Stakeholder Management.
- Build relationship with key internal and external stakeholders as appropriate.
- Be able to work effectively within project teams and with Portfolio Cost Managers, Global Portfolio.
Directors, Global Project Controls Directors, Project Directors and Project Managers:
- Be able to work effectively with Suppliers, Delivery Partners, Customers and other stakeholders.
- Be able to deliver constructive feedback / difficult messaging.
DECISION MAKING:
- Ability to help project teams to decide on solutions by understanding pros and cons.
- Ability to explain decision making process and complexity of issues.
- Ability to make decisions on commercial and contractual issues and provide recommendations to decision makers.
- Escalate accordingly for decisions when requirement is not met.
- Support Project Manager in decision making & timely interventions.
STRATEGIC THINKING & DELIVERY:
- Ability to continually adapt and re-align with changing organisational strategy.
- Understand impact of projects on other business areas.
- Provide recommendations on contracting strategy when requested.
- Management of dispute resolution at a project level and escalation as required.
- Support implementation of strategies arising from Leadership Initiatives.
COMMUNICATION:
- Good communications with stakeholders, suppliers and other members of Project Team.
- Good communications with functions such as procurement, legal and finance.
- Good communications with external partners.
- Strong contractual writing skills, trained to Write Right on contractual communications and disputes.
- Ensure timely communications with Portfolio Cost Manager, Project Controls Leads and Global Portfolio Controls Directors; ensure any escalations are fully communicate and endorsed as appropriate.
TEAMWORK:
- Always be supportive and be a good team member.
- Be open and honest and always work with good intention and compliant in dealing with any issues may arise within the team.
- Support team members development needs, provide guidance when required.
- External mentoring experience to young or less experienced professional / practitioners.
- Ability to build good and productive working relationships.

- Ability to defuse emotionally charged situations and handle conflict in such a way as to minimise potential impact to Project / Programme.
- Be able to support Project Managers in implementation of compliant processes.

- Be able to support Global Portfolio Controls Directors.
- Support delivery of teamwork Behaviours.
