Full-Service Community School (FSCS) Strategy: A holistic approach that integrates academics with health and social services, youth and community development, and family engagement. Community Schools serve as coordinated hubs of support, partnering with families, educators, and community providers to remove barriers to learning and advance student success.

The Team Manager oversees the FSCS implementation across multiple school sites by supervising and supporting Site Coordinators and/or Resource Specialists. This role ensures fidelity to the FSCS strategy, fosters cross‑site collaboration, and strengthens partnerships with community providers, school leaders, and families.

The Team Manager coaches, develops, and manages staff performance while supporting data‑informed decision‑making, continuous improvement, and alignment of services across systems. This role requires strong program management skills, equity‑centered leadership, and collaborative problem‑solving.

Key Responsibilities

Service Oversight & Implementation:

  • Lead the execution of the PACS FSCS model across an assigned school district(s).
  • Provide trauma‑informed supervision and coaching to supervised staff to support their growth, well‑being, and alignment with evidence‑based, community‑responsive practices.
  • Provide strategic oversight and guidance for all Community Schools service delivery, ensuring services are high-quality, data-informed, and responsive to identified community needs.
  • Oversee and manage the district’s Community Schools Site Team, fostering collaboration, accountability, and alignment with strategic goals to ensure effective service delivery.
  • Co-lead the planning, coordination, and execution of large-scale Family and Community Engagement events with staff to ensure inclusive, high‑impact experiences.
  • Conduct regular school site visits to observe, support, and evaluate implementation fidelity.
  • Maintain and support the PACS data management system, ensuring accurate and timely reporting.
  • Oversee site-level budgeting and manage the procurement process to ensure compliance with organizational policies and fiscal accountability.
  • Provide strategic support to the PACS Provider Council by cultivating and maintaining collaborative relationships with community-based organizations.

Team Management & Development:

  • Cultivate a culture of accountability and excellence among site staff.
  • Monitor performance metrics and evaluation results for supervised staff, providing strategic feedback and targeted support to drive continuous professional growth.
  • Facilitate regular team meetings to promote collaboration and continuous improvement.
  • Partner with fellow Team Managers and Implementation Director in recruiting, hiring, and onboarding site staff.

Leadership & Strategic Growth:

  • Identify and pursue strategic opportunities for growth and partnership with community providers.
  • Serve as a key contributor to PACS leadership initiatives.
  • Co-Lead the PACS Family Advisory Council, ensuring family voice and engagement within the organization.

Qualifications:

  • Bachelor’s degree preferred, in education, social work, public administration, or related field.
  • Minimum of 2 years of experience in youth development, education, or community engagement.
  • Experience in coordinating youth, family, and community engagement opportunities.
  • Demonstrated ability to build relationships across diverse communities.
  • Strong organizational, communication, and facilitation skills.
  • Commitment to culturally responsive practices.
  • Proficiency in Microsoft Office and data tracking systems.
  • Valid driver’s license and reliable transportation required for travel.
  • Familiarity with Allegheny County neighborhoods and community resources is a plus.
  • Familiarity with trauma-informed practices.

Working Conditions & Physical Demands

  • Must have a willingness to travel up to 20% to business meetings both local and national.
  • Must be able to occasionally lift up to 30 pounds and routinely exert negligible force to lift, carry, push, pull, or move objects.
  • Must have a valid PA driver’s license and reliable transportation.
  • This position is hybrid with time spent at the PACS administrative office, onsite at schools, remote, and in the community.
