Join the Commonwealth of Pennsylvania’s Office of Long-Term Living (OLTL) in ensuring the health, safety, and welfare of Pennsylvanians receiving Home and Community-Based Services (HCBS). As a Risk Management Specialist , you will serve a key role in monitoring and improving service delivery through incident review, risk mitigation, mortality trend analysis, and quality improvement initiatives.
This role is a vital part of the Critical Incident Management Unit within the Division of Participant Supports and contributes to OLTL’s compliance with Money Follows the Person (MFP) initiatives and state/federal health and welfare standards.
Key Responsibilities:
- Conduct case and record reviews to assess participant risk and guide corrective actions.
- Collaborate with MCOs, SCEs, and providers to ensure resolution of incidents and sentinel events.
- Support protective service coordination, including reports of need and follow-up actions.
- Assist registered nurses with mortality review by researching, gathering documentation, and tracking activities.
- Analyze mortality trends and compare findings with national and state health statistics.
- Propose and support preventative training programs based on data analysis.
- Collaborate with law enforcement and other regulatory agencies regarding abuse and neglect cases.
- Ensure data integrity in incident and participant records; participate in system testing and design.
- Utilize internal data systems (EIM, HCSIS, WellSky, CIS/eCIS) for analysis and oversight.
- Develop and maintain tracking systems for adverse trends and health outcomes.
- Present findings, lead project tasks, and participate in inter-agency workgroups or committees.
Minimum Qualifications:
- Education: Bachelor’s degree in Human Services, Business, or related field
OR
Experience: Minimum of 3 years relevant experience in a related field
- Preferred:
- At least 1 year experience in Incident Management, Risk Management, or data analysis
- Experience with quantitative reporting or data analysis
Required Knowledge and Skills:
- Understanding of participant risk in HCBS settings and application of risk management principles
- Basic knowledge of statistics , epidemiology , and mortality data
- Proficiency in charting and graphing data
- Advanced Microsoft Office and statistical software skills
- Familiarity with data systems such as EIM , HCSIS , WellSky , and CIS/eCIS
- Strong critical thinking , analytical , and problem-solving abilities
- Excellent written and verbal communication skills
- Knowledge of medical terminology , physical disabilities , and ADLs/IADLs
- Ability to work independently and in a remote/hybrid environment
- Willingness and ability to travel independently with overnight stays
