Job Summary
POSITION SUMMARY
The Assistant Supervisor of Buildings and Grounds is a supervisory position that reports directly to the Superintendent. This position will assist the Superintendent in the management of maintenance staff and the maintenance of 11 county parks featuring over 4,300 acres of public land and 1.425 million visitors annually. This position is responsible for the day-to-day maintenance operations of the Department of Parks and Recreation, county liquid fuel bridges and general support for the County of York and assists in new construction and capital improvement projects. The Assistant Superintendent of Buildings and Grounds must ensure regulatory compliance and proper operations in all areas to create optimally safe and cost-effective department. This role may occasionally require work outside standard business hours, including evenings, weekends, and holidays.

Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Oversees the day-to-day maintenance of parks, grounds and facilities which includes: historic buildings, restroom structures, roadways, parking lots, bridges, playgrounds, sport fields, museums (4), picnic pavilions, septic systems.
2. Supervises maintenance personnel (Group Leaders) including full time, part time,
seasonal, community service (probation and ARD), work release inmates/reentrants
and volunteers.
3. Operates a variety of equipment including backhoe, skid loader, boom mowers,
tractors, chain saw, dump trucks and trailers.
4. Develops and oversee all maintenance staff training including the proper use of all
equipment, proper securing of loads on trailers per PENNDOT requirements, general
work zone safety and certified traffic control procedures.
5. Ability to read architectural and engineering plans and technical drawings as it relates
to the operation, maintenance, repair and construction of facilities.
6. Ability to oversee the construction of various projects including but not limited to:
picnic pavilions, parking lots, observation decks, boat docks, bridges, retaining
walls, building renovations and bridge repair.
7. Conduct regular inspection of facilities and park grounds for deficiencies and the
implementation of corrective measures.
8. Investigates serious mechanical and electrical problems and diagnose needed repairs
9. Conducts employment interviews and provide advice to the Superintendent regarding
performance evaluations and corrective actions.
10. Respond to emergency situations outside of normal working hours as necessary to
address issues of safety and facilities operations.
11. Maintains inventory and control of all maintenance equipment, materials, tools and
vehicles.
12. Develops and oversees a preventative/predictive maintenance program for grounds,
facilities and equipment.
13. Schedule and oversee all equipment, vehicles, tools and item repairs.
14. Oversees and processes time sheets, time cards, and work reports including charge
back reports.
15. Maintains detailed records for pesticide usage and inventory.
16. Maintains policies and inventory on uniforms, safety equipment, etc. of Group
Leaders.
17. Follows the terms and conditions of the bargaining unit contract and
the position is considered a working supervisor position by bargaining unit.
18. Acts in the absence of the Superintendent.
19. Maintains and enforces the policies and procedures of the department and the County
of York.
20. Other duties as assigned
Essential Requirements
ESSENTIAL REQUIREMENTS
- A post-secondary degree in the construction industry or related field or equivalent combination of experience, education and training.
- A minimum of three years in a supervisory role and hands-on experience is required.
- Experience in one or more trades including electrical, mechanical, heating and air conditioning, plumbing, general carpentry, masonry, turf management and landscaping.
- Shall obtain a PA Public Pesticide Applicator license within the first year of employment and other training, as required. Shallcontinue education courses to retain licensure.
- Must obtain within the first year of employment and retain a CDL Class A license
- Knowledge of working in union environment.
