HAZARDOUS MATERIALS SPECIALIST

Dauphin County Public Safety is currently accepting applications for the full-time position of Hazardous Materials Specialist . This position is responsible for administrative work and emergency response activities in the County Department of Public Safety with primary focus in the preparedness and response phases of emergency management.
An employee in this position is responsible for the administration of radiological planning and training programs at the county level. He/she also assists with the development and maintenance of Radiological Emergency Response Plans for outside agencies, businesses and facilities within Dauphin County. Additionally, this position has responsibility for the administration of the various aspects of the overall hazardous materials preparedness and response programs at the county level. He/she ensures compliance throughout Dauphin County and administers the requirements of the Superfund Amendments and Reauthorization Act of 1986 (SARA), Storage Tank and Spill Prevention Act (Act 1989-32), Pennsylvania Hazardous Materials Emergency Planning and Response Act (Act 1990-165, as amended) as well as other pertinent legislative requirements.
The incumbent functions within the Office of Emergency Management of the Agency and reports to the Deputy Director, Office of Emergency Management. He/she should maintain communications means for 24x7 notification purposes. He/she operates as a member of the Dauphin County Hazardous Materials Response Team as well as serves as a Duty Officer for the Team. He/she is a member of the County's Emergency Operations Center Staff with the ability to respond to emergency call outs 24x7, as well as assists in daily Emergency Management operations as instructed.
Minimum Education, Experience, & Training Requirements:
- High School diploma or equivalent, graduation from an accredited college with a two-year degree in a related field (bachelor's degree preferred);
- Plus, three (3) years experience in emergency management or public safety;
- Plus, one (1) year administrative experience. (Experience in a related technical field or administrative field may be substituted year-for-year for educational requirements).
- Appropriate level of Incident Command training as outlined by the National Incident Management System, to serve in roles identified in this .
- Hazardous Materials Technician in accordance with 29 CFR 1910.120(q) and NFPA 470.
- Required to achieve County Staff Associate, preferably County Staff Professional, certification as outlined in the current Pennsylvania Emergency Management Agency, Emergency Management Certification and Training Requirements Directive.
Other Job Duties:
- Attends meetings or trainings sessions as necessary, which may include evenings and weekends.
- Maintains a working relationship with all members of the agency staff and has the ability to support other staff positions where needed, with primary focus in the Office of Emergency Management.
- Performs other job-related duties as required.
