Please contact Mrs. Tara Krieger with any questions at [email protected] Equal Opportunity Employer Title: Director of Human Resources Position Type: Exempt Responsible to: Superintendent Responsible for: To plan, coordinate, and supervise the operation of the Human Resources Office in a way that fosters the morale of district personnel, promotes the overall efficiency of the school system, and supports the systems, people, and processes that ultimately strengthen the educational experience and opportunities available to every student. To establish and maintain a quality human resource system. Recommend actions to the Superintendent for consideration and implementation as relates to all aspects of human resources management. Qualifications At least three years of administrative experience in education Bachelor's degree required Experience in educational professional service area(s) preferred Excellent interpersonal and communication skills Demonstrates insight, intelligence, and problem-solving ability Such alternative to the above qualifications as the Board may determine appropriate and acceptable Provide current criminal record, child abuse, and FBI clearances Work Year: 260 Days Performance Responsibilities Plans and directs a program for the selection and assignment of the best-qualified personnel Coordinates the operation of human resource services Maintains adequate and accurate human resource records Responds to inquiries regarding potential employment opportunities Establishes a file for applications, transcripts, letters of reference, resumes, and similar documents pertinent to each potential employee Facilitates the interviewing process with appropriate District administrators Schedules interviews in concert with administrative personnel Participates as a contributing member of the interview team Conducts background checks, including references and credentials Certifies that all required documents for employment are in order, valid, and up-to-date Prepares reports as requested related to human resources for the Board of School Directors Provides relevant back-up data for the Superintendent and Board concerning personnel matters Corresponds with all final candidates concerning their respective status Communicates Board actions related to human resource issues to the individuals affected Confers with administrative personnel to determine immediate and/or future needs and possible vacancies Advertises vacancies using the postings, newspaper, email, college/university career centers, website, etc. Conducts personnel informational and research surveys and questionnaires Cooperates with college and university schools of education and with career placement offices regarding applicants Processes recommendations for changes in the status of employees, including transfers, sabbaticals, promotions, terminations, retirements, etc. Corresponds with staff concerning personnel matters Prepares local and state reports as directed by the Superintendent References professional assignments/vacancies with the PDE manual entitled Certification and Staffing Policies and Guidelines Maintains and updates a directory of personnel for each building entity in the District Serves as the Officer of Diversity and Inclusion for the District Serves as the American with Disabilities Act Compliance Officer Maintains current knowledge regarding employment guidelines and laws, including but not limited to Equal Employment Opportunities, Family and Medical Leave Act, Americans with Disabilities Act, and Workers' Compensation. Participates, when called upon by the Superintendent, in various negotiations/deliberations related to professional and classified contracts Certifies classifications and salaries to the payroll department Assumes responsibility for all collective bargaining, labor relations, and contract administration Provides necessary processing for issuance and renewal of state credentials Makes timely announcements of dates to be observed by applicants and employees to comply with state and LEA requirements. This would include required clearances and training Develops an employment handbook for all classes of employees to include job rules, regulations, expectations, and penalties Responds to questionnaires, surveys, and correspondence from research or professional organizations requesting information on the District personnel program and to requests of District personnel on matters not clearly covered by regulations, policy, or legislation Supports the Superintendent in his/her overall administrative efforts; keeps him/her informed of pertinent division developments and events; and seeks his/her counsel or decision as necessary Performs other duties with awareness of all District requirements and policies Attends evening meetings when directed by the superintendent Maintain, compose, and update all job descriptions Posts and advertises open positions Maintains accurate postings on the District's webpage Analyzes and evaluates District programs and shares results with the superintendent Assist the superintendent, assistant superintendent, and director of curriculum development in planning professional development Facilitates interviews during the day and in the evening when necessary Maintains accurate records for ACT 48 hours Audits and reviews personnel files periodically Maintain and develop partnerships with local universities and facilitate the student-teacher and intern assignments Maintains all records for student teachers and interns Provides explanation of employee benefit programs and disseminates information pertinent to such Updates all relevant policies and ARs Performs all other functions and tasks as assigned by the Superintendent Duties and responsibilities may be added to or deleted from this job description at any time by the Superintendent. Physical Demands While performing the duties of this job, the employee is regularly required to reach with hands and arms. The employee frequently is required to stand, walk, sit, and talk or hear. The employee is occasionally required to use hands to finger, handle, or feel objects, tools, or controls; climb or balance; and stoop, kneel, crouch, or crawl. Physically able to perform job responsibilities, including being able to lift and handle at least 25 lbs. on a regular basis and at least 50 lbs. on an occasional basis. Specific vision abilities required by this job include close vision, distance vision, and peripheral vision. The employee needs to be able to tell where a sound is coming from and hear in a noisy environment. Work Environment The primary work duties of this position are generally performed within an office environment, utilizing standard office equipment.
