VCFS was founded in 2000 by Joetta Moran Kersey, a speech-language pathologist, who worked for the School District of Philadelphia. Joetta saw a need for education and support for families with small children. Her desire to address this gap became the driving force for our vision: to empower parents and caretakers and strengthen their connections to resources, increasing their childs ability to learn, grow and thrive throughout the cycles of life.
