Summary
The Promising Practice Team Supervisor, under the Manager of Priority Planning Services Bureau, will work as a member of the management team assuming administrative responsibility for the oversight of activities of the Promising Practice Team. Team activities include technical assistance, resource identification, coordinating complex planning, developing new/enhanced service and diversion options for individuals with complex support needs, expanding program capacity. The Promising Practice Team Supervisor will be responsible for the oversight of collaborative activities with other entities such as, but not limited to; Department of Human Services Offices, Community Care Behavioral Health, Office of Development Program, Dual Diagnosis Treatment Team, and START Allegheny. Additional responsibilities and guidelines associated with this job are directly related to upholding the Community of Practice tools and principals of Self-Determination by giving families and individuals accurate and reliable information regarding the Intellectual Disability/Autism system, as well as other service systems and community resources.
The Promising Practice Team Supervisor works on a daily basis with the Manager of the Priority Planning Services Bureau and closely with the other Developmental Supports and DHS Management. Local and distant travel as required.
Essential Duties and Responsibilities
Supervises activities related to multi-system planning such Internal Complex Case reviews, Integration & Teaming Meetings, Dual Diagnosis Treatment Team (DDTT) referrals and Planning and Psychiatrist hospitalizations.
Provides technical assistance to SCO & providers in the use of biographical timelines and data analysis.
Completes monthly reports and tracks progress on department indicators.
Participates in system planning around state initiatives such as the Bio-Behavioral Unit and Capacity Building Institute.
Develops provider capacity for new service definitions, service gaps and specialty services.
Assists staff & teams' focus on Trauma Informed Care models, encourages the use of creative therapies and developing proactive support plans.
Implements countywide policies and procedures established for the unit.
Develops and maintains countywide policies and procedures in accordance with all applicable Office of Developmental Programs (ODP) Bulletins and the Administrative Entity Agreement with the Office of Developmental Programs.
Establishes a culture that supports individuals & families through the Community of Practice Life Course Tools.
Assures staff work with stakeholders to address cross-system collaboration.

Interfaces with and collaborates with other Office of Developmental Supports (ODS) teams (Fiscal, Service Authorization, Quality Management, Provider Monitoring, Legal and Regulatory Compliance Team) in the sharing and processing of information.
Represent the Manager of Planning Services Bureau at any relevant meetings and/or seminars as required.
Attend meetings, as necessary.
Participate in all required state and county training courses.
Provides orientation and training for new staff as it pertains to the roles and responsibilities of this team.
Provides ongoing technical assistance, consultation and support for staff.
National and local travel to conferences as necessary.
Supervisory Responsibilities
This job has direct supervisory responsibilities over 6 subordinate staff.
Provides technical assistance and individual supervision to staff and indirectly to contracted providers.
Assigns deliverable job priorities and reviews work produced for quality and efficiency.
Verifies staff time and attendance for accuracy and approves staff time, schedules (vacation, sick, personal and compensatory time) and travel requests for signature.
Prepares, completes and signs staff performance evaluations with the Manager of Planning Services Bureau, as necessary.
Additional Responsibilities
From time to time the employee will be required to perform additional tasks and duties as required by the employer.

Ability to organize, integrate, coordinate and direct the provision of all services within the assigned areas of reports.
Demonstrated supervisory skills with the ability to plan, organize and supervise the work of professional staff.
Ability to orient staff in regard to rules, regulations, policies and procedures.
Strong writing skills, with the ability to write clear recommendations, reports and plans.
Excellent organizational, problem solving and analytical skills.

Ability to work at a high level of independence with minimal supervision and function with flexibility.
Ability to establish and maintain effective working relationships with the County, Provider staff, consumers and the general public while consistently advocating the county programs mission.
Extensive knowledge of principles and practices of ID & Autism services.
Ability to perform basic computer tasks (Microsoft Word, Excel, Outlook, etc.).
Ability to sit for long periods of time (two plus hours), traverse work floor and stairs.
Have both available and consistent access to reliable transportation and the ability to navigate throughout the community for work related assignments.

Education/Experience Requirements
Master's degree in human services or a related field, plus two years' supervisory experience in human services or human development programs, which includes two years of MH/ID or other program planning and development, service delivery and systems theory and provider delivery systems.

Bachelor's degree in human services or related field, plus four years related supervisory responsibility in human services or human development programs, which includes two years of MH/ID or other program planning and development, service delivery and systems theory and provider delivery systems.

Any equivalent combination of special training, education and experience that meets the required knowledge, skills and abilities.

Act 33, 34 & FBI clearances.
