Project Overview

The College seeks an experienced consultant to facilitate development of its 2027–2032 Strategic Plan through a collaborative, inclusive, and data-informed process.

The selected partner will guide a comprehensive planning process focused on:

• Institutional effectiveness
• Workforce and technical education priorities
• Student success and equity
• Stakeholder engagement
• Long-term innovation and measurable impact

Scope Highlights

The consultant will provide support across four phases:

Phase 1: Strategic Planning Design & Project Management
Phase 2: Environmental Scan & Institutional Assessment
Phase 3: Stakeholder Engagement & Strategy Development
Phase 4: Strategic Plan Development

Deliverables include:

• Environmental scan and findings
• Stakeholder engagement summaries
• Strategic priorities and goals
• Executive summary materials
• Board presentation materials
• Final strategic plan and implementation toolkit

Who We’re Looking For

We seek a consultant with:

• Higher education strategic planning experience
• Experience with technical/community colleges preferred
• Expertise in stakeholder engagement
• Data-informed and equity-focused planning experience
• Strong facilitation and communication skills
• Experience with public-sector organizations preferred

Key Dates

• RFP Released: May 12, 2026
• Proposal Due :June 9, 2026
• Interviews/Presentations: June 22–24, 2026
• Selection: June 30, 2026
• Project Kickoff: August 2026
• Strategic Plan Completion: March 2027
• Board Approval: April 2027
