Job Summary
This is an entry-level professional position involving the administration of the PA Clean Streams Law, Chapter 102 Erosion and Sediment (E&S) Control Regulations and Chapter 92, the National Pollutant Discharge Elimination System Permit (NPDES) for Stormwater from Construction Activities under a Chapter 102 Delegation Agreement with the PA Department of Environmental Protection. This position reviews and processes NPDES permit applications and E&S plans for small and large earth disturbance activities typically associated with new land development, investigates E&S-related complaints, and conducts routine and follow-up site inspections of earth disturbance activities in order to protect public safety and prevent sediment pollution to the Waters of the Commonwealth within York County.

Responsibilities
- Attend all available technical training opportunities as schedule allows.
- Review E&S plans and NPDES permits for completeness and technical adequacy under Chapter 102 regulations within DEP delegated timeframes.
- Conduct administrative completeness reviews for Chapter 102/NPDES Post-Construction Stormwater Management (PCSM) requirements within DEP delegated timeframes.
- Become proficient with the District’s E&S plan review and inspection fee schedule.
- Perform complaint investigations and follow-up inspections for agricultural operations, timber harvesting operations, construction sites, and stormwater-related concerns.
- Inspect construction sites, agricultural operations, and timber harvest sites for adequacy of E&S and PCSM plan implementation and compliance with Chapter 102 regulations and NPDES permit conditions. Site inspections are often conducted during poor weather conditions (to document sediment pollution occurring) and in hazardous work environments during active highway construction projects, active logging, dynamite blasting, etc. requiring Personal Protective Equipment (PPE).
- Interact in a calm and professional manner with often difficult and uncooperative individuals or groups either in the office or alone during complaint investigations and site inspections throughout the county including remote areas of the county lacking cell phone access.
- Encourage voluntary compliance of the E&S program by landowners/developers and contractors.
- Assist with Level III delegation compliance and enforcement duties as necessary under direct supervision.
- Maintain accurate records and files for documentation as required.
- Become familiar with the provisions of the State’s Chapter 105 Dams Safety & Waterway Management regulations, Dirt & Gravel & Low Volume Road Program, Floodplain Management Program, and Act 167 Stormwater Management Act.
- Become familiar with cooperating agencies and proficient with referring other resource problems to the appropriate county, state or federal agency.
- Assist with education programs relating to the E&S control program (workshops, training sessions, tours, field days) as well as other natural resource related educational topics (ex. Envirothon).
- Work hours for this position include occasional evenings and weekends as well as overnight travel.
- Other reasonable duties as assigned by supervisor.
Essential Requirements
EDUCATION and EXPERIENCE
- Bachelor of Arts or Science or Associate's degree in Environmental Resource Management or related field.
- 2 years of work experience in the field of erosion and sediment control or related field or equivalent is beneficial but not required.
LICENSE and SKILLS
- Must possess PA driver’s license and a clean driving record.
- Ability to effectively read, write, speak, and understand the English language.
- Ability to traverse difficult terrain in adverse weather conditions and demonstrate emotional stability.
- See and hear or use prosthetics that will enable these senses to function adequately to assure that the requirements of this position are fully met.
- Maintain focus while subject to frequent interruptions and multi-task while still completing work duties within PA DEP delegated timeframes.
- Function independently and have flexibility, personal integrity, and the ability to work and communicate effectively verbally and in writing with developers, contractors, consultants, engineers, contractors, local, state & federal support agency personnel, and the general public.
- Demonstrate patience, tact, and enthusiasm as well as the willingness to work with difficult people. Become very familiar with conflict resolution skills.
- Knowledge of algebra, geometry, and trigonometry.
- Skilled in numerical and verbal reasoning.
- Ability to apply the principles and methods of the physical sciences to technical engineering problems.
- Ability to read and interpret technical literature, engineering plans, construction sequencing, blueprints and tables submitted by consultants, developers, and landowners.
- Knowledge of computer operations and be able to use Microsoft Word, Excel, Outlook, and Teams applications and utilize PracticeKeeper database.
- Use a digital camera and audio-visual equipment.
- Develop a working knowledge of the State’s Chapter 102 Erosion and Sediment (E&S) Control Program.
- Learn and adapt quickly to constantly changing PA DEP and US EPA Standard Operating Procedures, electronic reporting requirements, permit forms/applications, and other program guidance and regulations and be able to communicate the information to all members of the regulated community in plain language.
- Knowledge of soils and the use of soil survey.
- As a condition of continuing employment, the individual must be able to obtain a cell phone service contract by the end of their probationary period. This position requires using a cell phone for relaying pertinent information and assessing the location and safety of staff while in the field (A stipend will be provided by the County to help offset the monthly expense).
- Make independent decisions when circumstances warrant such action.
- Must be a minimum of 21 years of age.
