THE POSITION
The Pennsylvania Department of Transportation, District 8, is on the lookout for a talented and committed District Materials & Pavement Manager to enhance our vibrant team. In this pivotal position, you will implement effective construction and materials practices to provide essential technical and professional support for quality control in various highway and bridge construction projects, as well as maintenance programs across the District and County. This role offers a remarkable opportunity for professional growth within a collaborative and innovative setting, enabling you to utilize your expertise to make strategic decisions and achieve successful project outcomes.
DESCRIPTION OF WORK
In this position, you will be responsible for reviewing and approving proposed mix designs for both bituminous and Portland cement concrete. You will oversee subordinate supervisors who assign inspectors to bituminous and Portland cement plants, as well as to aggregate sources that supply projects within the district, ultimately recommending approvals to the Bureau of Construction and Materials. Additionally, you will supervise compaction control activities, including the collection of aggregate and bituminous core samples for testing, and will direct the use of nuclear gauges and soil testing for embankments, subbases, structure backfills, and bituminous pavements.
You will also initiate the materials certification process for federally funded projects, prepare project certification letters for Bureau approval, and review submissions related to rejected materials. Your role will involve conducting investigations, submitting check samples as needed, troubleshooting material issues, and evaluating training needs to enhance construction and maintenance materials skills, particularly when new specifications or procedures are introduced. Furthermore, you will provide guidance to contractors and material suppliers on quality control matters.

Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
-
One year of experience is a Transportation Construction Manager 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
-
Eight years of progressively responsible and varied experience in construction inspection, and four of which shall have been in a supervisory capacity, and graduation from high school or equivalent certification of formal training. Completion of a training program in construction inspection sanctioned by the using agency may be substituted for high school graduation. An Associate Degree in an engineering or closely related technology may be substituted for one year of the required non- supervisory experience ; or

Four years of progressively responsible and varied experience in construction inspection three of which shall have been in a supervisory capacity and a Bachelor's Degree in engineering, physical science, mathematics, statistics or transportation technology ; or

Any equivalent combination of experience and/or training which provides the required knowledges, skills, and abilities.
