JOB SUMMARY
The Manager of Health, Safety and Environmental (HSE) for Alloy Surfaces Company (ASC) provides strategic leadership and oversight of the organization's HSE and regulatory compliance programs. Primary responsibilities include developing and executing HSE strategies ensuring compliance with applicable local, state, and federal regulations and corporate requirements, leading environmental and safety initiatives, while fostering a culture of safety, accountability, and continuous improvement. This position serves as ASC's senior HSE subject matter expert, partnering with operational leaders to proactively identify and mitigate risk while supporting safe, compliant, and efficient manufacturing operations in support of ASC’s business objectives. Provides HSE guidance for day-to-day operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provide leadership and technical expertise in HSE disciplines
- Develop, monitor, and report on HSE objectives, performance metrics, and continuous improvement initiatives
- Creates and implements best practice HSE vision, strategy, policies, processes and procedures to aid and improve HSE performance
- Partner with Operations and Maintenance to ensure facilities, equipment, and safety systems are inspected, maintained, and compliant with regulatory requirements
- Develop and manage the annual HSE operating and capital budgets
- Lead incident investigations using Root Cause & Corrective Action (RCCA) and other structured problem-solving methodologies to determine root causes, implement corrective actions, and prevent recurrence
- Support emergency preparedness planning and drills
- Perform routine examinations of operations to evaluate occupational exposure to chemical, physical agents, and ergonomic risks
- Lead Safety Committee
- Develop and implement engineering and administrative controls to eliminate or reduce workplace hazards
- Develop and deliver HSE training programs to ensure employee competency and regulatory compliance
- Develop and lead workplace inspections, audits, and behavioral observation programs to ensure compliance and continuous improvement
- Develop, implement, and maintain HSE policies, procedures, and standards
- Effectively communicate health and safety guidelines to all levels of the organization
- Actively participate in calls and meetings with the HSE Leaders of other Chemring businesses
- Responsible for the applicable licenses and permits for the ASC business
- Interface with Federal, state, and local JHAs (jurisdictions having authority), auditors or inspectors as required
- Stay abreast of any changes to laws and regulations that may impact the facility and implement appropriate procedures/procedural updates to maintain compliance
- Participate in the design and modification of facilities, equipment, and work processes to improve safety and environmental performance, including reviewing and approving Job Hazard Assessments (JHAs)
- Lead, coach, and support teams in 5S, Daily Management, Gemba Walks, internal procedural audits, housekeeping audits, hazard hunts, Kaizen events, RCCA, and other continuous improvement initiatives
- Manage hazardous and residual waste, wastewater treatment and discharge, stormwater management, EPCRA compliance, and other environmental programs
- Manage the capital expenditure and project deck for HSE related capital improvements including the preparation and presentation of yearly improvement projects
OTHER JOB FUNCTIONS
- Ensure compliance with all company policies and procedures, including but not limited to the Code of Conduct, U.S. Code of Ethics and Business Conduct, and the Chemring Operational Framework
- Ensure the Group ethos of all employees going home safely at the end of their working day is adhered to
- Promote Chemring Fundamental Safety Principles, HSE Framework, and Journey to Zero Harm
- Promote a high standard of ethical behavior and adherence to the Group’s core values, and to promote a culture of honesty and integrity across ASC
- Comply with government and corporate laws, rules, regulations, policies, and procedures

SUPERVISORY RESPONSIBILITY
- N/A
EDUCATION/CERTIFICATION
- Bachelor’s degree in Industrial Hygiene, Safety/Environmental Management, or related field or equivalent combination of education and experience
- Safety Certifications (CSP, CIH, SMS, CHMM) preferred
EXPERIENCE
- Minimum 8 years’ progressive HSE experience within a high-tech manufacturing environment
- Experience managing hazardous and residual waste programs, wastewater treatment and discharge, storm water management, EPCRA and other environmental programs
- Experience implementing various OSHA health and safety programs, with background in high hazard operations preferred
- Experience implementing emergency preparedness and response programs
- Experience supporting chemical, energetic materials, aerospace, defense, or similarly regulated manufacturing environments preferred
- Experience with ISO 14001 and ISO 45001 management systems preferred
ADDITIONAL SKILLS AND QUALIFICATIONS
- Must be eligible to obtain and/or maintain a U.S. Government Security Clearance commensurate with the level of facility clearance
- Must be fully knowledgeable in state and federal regulatory compliance matters relating to safety and environmental matters
- Proven success operating in a fast-paced, multi-tasking environment
- Experience developing HSE capital plans and annual goals and objectives
- Excellent listening, communication (verbal and written), and negotiating skills
- Strong leadership, communication, coaching, and influencing skills
- Team player who works productively with wide range of people
- Manages time effectively and adapts quickly to changing priorities
- Ability to train, evaluate, and qualify employees in all Safety SOPs
- Ability to read engineering drawings, building plans, and piping and instrumentation diagrams preferred
- Demonstrated ability to direct and coordinate activities of others, to take decisive action appropriate to the situation and business plan
- ASSE and/or OSHA compliance workshops or seminars preferred
- Conflict resolution and relationship management
- Environmental Regulatory Compliance Workshops or Seminars (air, storm, water, wastewater, RCRA/DOT) preferred
- Knowledge of Microsoft Office Suite, and HSE management/reporting software
PHYSICAL AND OTHER REQUIREMENTS
Lifting, carrying, pushing, pulling, or otherwise moving objects, weighing up to 25 pounds occasionally and/or a negligible amount of weight frequently. Involves sitting most of the time but may involve walking or standing for brief periods of time. Use of computer. Occasional exposure to outside elements during site walks; snow, rain, high heat etc. Some travel required.
