Summary

The VISN 4 Eastern Market is comprised of five VA Medical Centers: Coatesville - Lebanon - Philadelphia - Wilkes-Barre & Wilmington. These facilities work with VISN/Market stakeholders to identify market-based strategic initiatives across the clinical care continuum to ensure the delivery of high-quality - convenient - coordinated - and safe healthcare. The goal of resource sharing among Eastern Market Facilities is to expand Veteran access to care by VA providers to improve the patient experience.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
  • English Proficiency
  • Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f)
  • Education and/or Experience: The individual must meet at least one of the following requirements below: Bachelor's degree in occupational therapy and two (2) years of experience as an occupational therapist
  • NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1 - 2005 decision that the Accreditation Council for Occupational Therapy Education (ACOTE) would only accredit master or doctoral degree programs in occupational therapy
  • OR
  • Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field
  • NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1 - 2005 decision that ACOTE would only accredit master or doctoral degree programs in occupational therapy
  • OR
  • Master's Degree or higher in occupational therapy
  • NOTE: Individuals must be a graduate of a degree program in occupational therapy approved by the ACOTE or predecessor organizations
  • This is inclusive of an internship (supervised fieldwork experience required by the educational institution)
  • ACOTE is the only accreditation agency recognized by the United States Department of Education and the Council for Higher Education Accreditation

  • Foreign Graduates: Graduates of foreign occupational therapy programs meet the degree accreditation requirements if they have a current - full - active and unrestricted license to practice occupational therapy in a state - territory or Commonwealth of the United States (i.e. - Puerto Rico) - or in the District of Columbia
  • Certification: Candidates must possess a current NBCOT certification as an OT
  • Licensure: Candidates must possess a full - current - and unrestricted state license - to practice occupational therapy in a state - territory or Commonwealth of the United States (i.e. - Puerto Rico) - or in the District of Columbia
  • May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
  • Grade Determinations: In addition to the basic requirements requirements for employment - the following criteria must be met when determining the grade of candidates
  • Occupational Therapist - GS-9: Education - Experience - or Licensure: None beyond the basic requirements
  • Occupational Therapist - GS-11: Education - Experience - or Licensure: Completion of one year of experience equivalent to at least the GS-9 grade level and directly related to the position being filled
  • OR
  • Three years of progressively higher-level graduate education leading to a degree in occupational therapy or a directly related field
  • OR
  • Doctorate in occupational therapy Demonstrated Knowledge - Skills - and Abilities (KSAs): In addition to the experience or education above - the candidate must demonstrate all of the following KSAs: Knowledge of occupational therapy practice
  • Ability to administer/interpret evaluation findings to develop and coordinate intervention plans - including goals and methods of treatment
  • Ability to implement intervention plans directly or in collaboration with others
  • Skill in monitoring an individual's response to interventions and modify treatment plans and reevaluating as indicated
  • Ability to communicate and or collaborate with patients - family members - caregivers - interdisciplinary professionals and/or other individuals verbally and in writing
  • Knowledge of health and safety regulations to minimize risk in the provision of patient care and the environment of care
  • Knowledge of applicable regulations governing documentation - reimbursement and workload entry in accordance with established professional practice
  • Occupational Therapist - GS-12: Education - Experience - and Licensure: Completion of one year of experience equivalent to the GS-11 grade level and directly related to the position being filled
  • Demonstrated Knowledge - Skills - and Abilities (KSAs): In addition to the experience above - the candidate must demonstrate all of the following KSAs: Knowledge of occupational therapy principles and techniques consistent with current clinical standards based on OT theory and evidence based practice
  • Knowledge is inclusive of physical - occupational - cognitive - and psychosocial functional deficits
  • Ability to collaborate and communicate orally and in writing with all internal and external stakeholders
  • Ability to use critical analysis - clinical reasoning - and creativity to independently solve complex problems related to adapting and modifying assessments - treatment plans - activities and procedures to meet the needs of patients
  • Skill in procuring - fabricating - adjusting - adapting - and modifying orthoses - splints - and adaptive equipment for activities of daily living (inclusive of durable medical equipment)
  • Ability to conduct OT related in-service and clinical training
  • Preferred Experience: Ideal candidates have experience leading group fitness or therapeutic exercise classes in a clinical setting - with the ability to adapt programming for participants of varying ages and abilities - including those with orthopedic - cardiovascular - or sensory limitations
  • Experience conducting patient assessments - developing progressive wellness plans - and working with Veterans or other special populations is strongly preferred
  • Strong motivational and organizational skills - comfort with both virtual and in-person delivery - and familiarity with VA Whole Health principles are highly desirable

Duties

  • VAFit offers virtual and in-person group exercise classes for Veterans of all ages and abilities - including sessions on General Fitness - Back Pain - Low Vision and Women's Health
  • The program benefits Veterans with orthopedic issues - weakness - and limited cardiovascular endurance - supporting the Whole Health Initiative through injury prevention - physical activity - and camaraderie
  • The incumbent will conduct fitness classes and provide initial and ongoing assessments for participants
  • Strong organizational skills are required to motivate and engage Veterans in their wellness goals
  • Duties include but not limited to: The occupational therapist (OT) is responsible for independently providing assessment and treatment interventions to outpatients received through healthcare provider referrals and patient self-referrals
  • Guided by differential diagnoses - the OT performs examinations and evaluations of individuals who have or may develop impairments - activity limitations - and participation restrictions related to conditions of the musculoskeletal - neuromuscular - cardiovascular - pulmonary - and/or integumentary systems - while considering the effects attributable to unique personal and environmental factors
  • The OT interprets findings from examination - diagnostic studies/medical tests and - during evaluation - selects appropriate clinical tests and measures - and then integrates findings into the occupational therapy plan of care for patients
  • The OT establishes a diagnosis within the scope of occupational therapy and identifies the appropriate intervention to treat and/or refer to another clinician for further consultation when needed to determine occupational therapy prognosis by incorporating examination findings with the patient's preferences for meaningful level of function in order to set clinically appropriate treatment goals and optimize outcomes
  • to select the appropriate equipment needed to substitute for loss of function or to substitute for limited function of individuals they treat
  • The OT practices autonomously - making recommendations to other medical specialties/rehabilitation services as clinically indicated during ongoing assessment of patients under their care
  • The OT may also develop and provide individualized clinical training experiences for occupational therapy colleagues and students
  • While it is assumed that face-to-face encounters are embedded in direct patient care - telehealth/virtual encounters are also an essential component of patient care
  • Travel may be required (up to 20%) to VA Facilities/CBOCs within the Eastern Market
