Borough Manager – Portage Borough, Pennsylvania

Portage Borough, located in Cambria County, Pennsylvania, is seeking a qualified and experienced professional to serve as its Borough Manager . Portage Borough operates under a Home Rule Charter form of government, with the Manager serving as the Chief Administrative Officer responsible for the daily operations and administration of the Borough.

Position Overview

The Borough Manager reports directly to Borough Council and is responsible for implementing Council policies, overseeing municipal operations, managing personnel, and ensuring the effective delivery of public services. The Manager supervises all departments, prepares and administers the annual budget, oversees grants and capital projects, and collaborates with Council, staff, and the community to promote efficient, transparent, and responsive local government.

Essential Responsibilities

  • Administer and coordinate the day-to-day operations of the Borough under the Home Rule Charter.
  • Supervise and direct all Borough employees and department activities.
  • Prepare and manage the Borough’s annual budget and financial reports.
  • Oversee grant applications, project management, and community development initiatives.
  • Advise Borough Council on policy matters and ensure proper implementation of Council directives.
  • Maintain positive relationships with residents, businesses, community organizations, and other governmental entities.
  • Ensure compliance with all applicable laws, regulations, and Borough ordinances.

Qualifications

  • Bachelor’s degree in public administration, Business Administration, or a related field and at least 2 years’ experience of municipal management or public administration experience OR
  • Associate’s degree in public administration, Business Administration, or a related field and at least 4 years’ experience of municipal management or public administration experience OR
  • Minimum of 8 years of progressive municipal management or public administration experience. OR
  • Master’s degree in public administration or related field without experience.
  • Strong knowledge of municipal finance, budgeting, personnel management, and community relations.
  • Excellent leadership, communication, and organizational skills.
  • Experience working under a Home Rule Charter form of government is preferred.
  • Familiarity with Pennsylvania Borough Code, Sunshine Act, and Right-to-Know Law is a plus.
