Job Overview

Morgan Construction Management is seeking a Construction Project Management to support the Contracts Management team at the School District of Philadelphia in all aspects of contract administration and management for construction projects. This role is essential in ensuring that contracts are prepared accurately and executed in compliance with the law and the District’s policy. The ideal candidate should have experience in resolving open project and contract issues and in closing out design and construction contracts.

Minimum Qualifications

  • Bachelor’s degree in Construction Management, Business Administration, Law, or a related field.
  • A minimum of seven (7) years of experience in contract management, preferably in the construction industry.
  • Ability to understand of construction contracts (e.g., AIA, FIDIC) and applicable laws and regulations.
  • Ability to understand and interpret construction plans, specifications and general and supplementary conditions.
  • Strong attention to detail and organizational skills.
  • Excellent communication and interpersonal skills.
  • Proficient in Microsoft Office Suite and familiarity with contract management software.
  • Ability to work collaboratively in a team environment and manage multiple priorities effectively.

Preferred Qualifications

  • Experience with project information management software, preferably e-Builder and Procore.
  • Familiarity with construction project delivery methods (Design-Bid-Build, Design-Build, etc.).
  • Certification or coursework related to contract management or construction (e.g., Certified Construction Manager (CCM) or similar).

Job Responsibilities

  • Assist in the preparation, review, and negotiation of contracts with contractors ensuring all terms are clear and compliant.
  • Maintain organized records of all contract documents, correspondence, and amendments throughout the contract lifecycle.
  • Organize meetings with project managers, contractors, and District personnel to discuss and address closeout requirements.
  • Ensure that all necessary documentation is submitted on time and that projects are completed in compliance with the District’s contractual standards.
  • Perform regular quality audits to verify that work is progressing according to specifications and implement corrective actions as needed.
  • Oversee and assist third-party inspectors throughout the construction, commissioning, and closeout phases of the project.
  • Prevent construction delays by conducting site inspections promptly.
  • Maintain ongoing communication with contractors, project managers, and school personnel regarding project issues.
  • Assist in monitoring compliance with contract terms and conditions, and assist in tracking deadlines, deliverables, and performance metrics.
  • Assist in identifying potential risks related to contract terms and help develop strategies to mitigate these risks.
  • Facilitate communication between project teams, contractors, and stakeholders regarding contract-related inquiries and issues.
  • Address and resolve issues highlighted in field reports from architects/engineers and project management staff.
  • Evaluate contractor claims or disputed work and provide recommendations to senior management on the appropriate course of action.
  • Gather necessary contract and project documentation to support the adjudication or denial of such claims.
  • Prepare reports and summaries on contract performance, issues, and changes for the Contracts Manager and other stakeholders.
  • Coordinate closeout of completed projects with the core Project team.
  • Follow up with contractors, vendors, and internal departments to resolve open contract and project issues.
