Program Development Analyst

Philadelphia Chinatown Development Corporation in Philadelphia, Pennsylvania is looking for a Program Development Analyst to collect, analyze, and interpret demographic, economic, and market data from public datasets (including ArcGIS toolkits from City of Philadelphia) to evaluate community needs, market potential, and service demand. Conduct quantitative and qualitative research using surveys, focus groups, and stakeholder interviews, to assess community needs, challenges, and program effectiveness. Prepare written reports, presentations, and visual dashboards summarizing research findings for management, funders, and community partners. Develop metrics to measure program outputs and outcomes, and identify opportunities for improvement. Propose marketing and outreach strategies through data-driven insights on client segmentation, market penetration, and competitive positioning. Develop and deliver staff training sessions on data-driven best practices to improve client service delivery, increase outputs and outcomes, increase client participation, and expand program reach by targeting underserved areas in the region. Contribute to organizational branding and communications strategies by preparing marketing materials, community outreach content, and website updates aligned with program goals.

EDUCATION AND EXPERIENCE:

Master's degree in Marketing, Economics, or a closely related field (willing to accept foreign degree equivalent) plus one (1) year of experience in market research, program development, or marketing analysis.

SKILLS SET REQUIREMENTS:

Experience must include proficiency in research methods, including survey design, data collection, and statistical analysis; Database management and query languages (e.g., SQL) for extracting and analyzing datasets; HTML/CSS and JavaScript for basic website and digital content updates; Ability to use design software (e.g., Adobe Creative Suite, Canva) to develop marketing and outreach materials; Experience with project management software (Asana, Trello) to track milestones and deliverables.
