Duties
As a IT SPECIALIST (ENTARCH/SYSANALYSIS) at the GS-2210-14 some of your typical work assignments may include:
- Serves as a program/project manager within Solutions Architecture for actions concerning the DSCA Solutions Architecture program by assigning, reviewing, and coordinating Solutions Architecture projects and actions cutting across or influencing all DSCA Components.
- Maintains collaborative working relationships with other DOD organizations regarding policy and guidance for the development, validation, approval, and configuration management of DSCA Solutions Architecture
- Submits funding requirements to the CIO/Deputy CIO for inclusion into the division's budget within the specified time frames.
- Develops metrics for the Technical Architecture program.
- Conducts strategic requirements and analyses, future technologies planning and development, and identifies opportunities to improve enterprise-level systems to support business processes and utilize emerging technologies.

Qualifications
You may qualify at the GS-14 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
- Defining enterprise-wide technical architecture documentation standards, principles, and policies;
- Reviewing and evaluating system designs, proposals, and solicitations for compliance with architecture standards;
- Developing and managing plans for integrated technical architecture, improving maturity ratings and metrics;
- Resolving complex technical issues related to system development, design, and interoperability.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

Substitution of education may not be used in lieu of specialized experience for this grade level.
Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.
This position requires the incumbent to possess or attain at least an Information Assurance Technical (IAT) Level II certification within 6 months of entering the position. Employees will be required to sign a Statement of Understanding regarding the certification requirement and maintaining the required certification is a condition of employment. This position has been identified and will be covered by DoD 8570.01-M, Information Assurance Workforce Improvement Program and requires certification.
