Job Description:\n\nSalary: Residential Services | Non-Direct Care Leadership Title: Regional VP of Operations Responsible To: Chief Executive Officer and Chief Administrative OfficerThe Regional Vice President of Operations plays a critical role in advancing this missionby strengthening operational systems, developing leaders, maintaining compliance,improving service outcomes, and ensuring that every program reflects AIMEDs valuesand commitment to excellence. General Description of Duties and Responsibilities: The Regional Vice President of Operations is an executive member of AIMEDsleadership team responsible for the strategic, operational, regulatory, fiscal, andleadership oversight of assigned residential programs and regional service locations.This position requires a seasoned, mature, and highly capable leader who can operatewith limited supervision, provide direction to regional teams, anticipate organizationalneeds, and ensure the operational success of AIMED Human Services programs.The Regional Vice President of Operations is responsible for ensuring that programsare managed effectively, regulatory standards are consistently met, staff are properlytrained and supported, individuals receive high-quality care, and operational goals arealigned with AIMEDs mission, strategic vision, and core values. This role requiresstrong executive presence, sound judgment, critical thinking, spiritual and ethicalgrounding, data-driven decision-making, and the ability to lead teams through growth,challenge, change, and accountability. Core Competencies and Responsibilities: Strategic Leadership The Regional Vice President of Operations is responsible for helping carry out AIMEDsshort-term and long-term vision for operational excellence, program growth, and serviceexpansion. Responsibilities include: Provide senior-level leadership, direction, and oversight to assigned residentialprograms and regional teams. Support the CEO and executive leadership team in implementing AIMEDsstrategic goals and operational priorities. Assess changes in the human services and residential services market to identifyrisks, opportunities, trends, and potential disruptions. Develop and support strategies for program expansion, service growth, andregional sustainability. Translate organizational vision into practical operational plans that can beimplemented by program leadership and frontline teams. Promote innovation, creativity, professional growth, and continuous improvementacross assigned programs. Ensure that all operational decisions support AIMEDs mission, values,compliance standards, and commitment to extraordinary support. Operational Oversight The Regional Vice President of Operations is responsible for the overall operationalperformance of assigned programs, including the York site and any additional locationsassigned by executive leadership. Responsibilities include: Oversee day-to-day and long-term operations of assigned residential programs. Ensure all programs meet regulatory, budgetary, clinical, quality, staffing, andservice delivery expectations. Monitor the health, safety, supervision, and quality of care provided to individualsreceiving services. Ensure program leadership is effectively managing schedules, staffing patterns,vacancies, documentation, incidents, and program needs. Work closely with recruitment and human resources to address vacancies,staffing needs, onboarding, retention, and workforce challenges. Oversee Individual Support Plan meetings and ensure program teams areprepared, informed, and actively engaged in service planning. Ensure all sites are maintained in a manner that reflects safety, dignity, regulatorycompliance, and AIMEDs standard of excellence. Evaluate program effectiveness and implement improvements whenperformance, compliance, or service quality does not meet expectations. Ensure program goals, service plans, staffing models, and operational practicesare aligned with individual needs and organizational standards. Team Leadership and Development The Regional Vice President of Operations is responsible for building, mentoring, andholding accountable a strong regional leadership team. Responsibilities include: Supervise, mentor, and support Regional Directors, Program Directors, ProgramSpecialists, House Managers, and other assigned leadership staff. Create a professional work environment that encourages accountability,teamwork, innovation, open communication, and leadership development. Conduct performance evaluations and support corrective action plans whennecessary. Utilize performance measures to ensure consistent, high-quality employeeevaluations, goal setting, coaching, and accountability. Develop leaders who can manage effectively, communicate professionally, solveproblems, and support direct care teams. Promote a high-performance culture grounded in AIMEDs core values, ethicalstandards, and mission-driven service. Ensure leaders understand their responsibilities and are equipped to managestaff performance, documentation, compliance, scheduling, training, andparticipant support needs. Address performance concerns promptly, professionally, and in partnership withHuman Resources and executive leadership. Model leadership is respectful, mature, consistent, spiritually grounded, andsolution-focused. Compliance, Licensing, and Regulatory Oversight The Regional Vice President of Operations is responsible for ensuring that assignedprograms operate in full compliance with all applicable regulations, policies, licensingrequirements, and contractual expectations. Responsibilities include: Ensure compliance with applicable Pennsylvania regulations, including 3800,6100, and 6400 regulations. Provide oversight and preparation for annual licensing reviews, monitoring visits,audits, inspections, and corrective action follow-up. Ensure staff are trained on applicable regulations, policies, procedures, anddocumentation expectations. Monitor regulatory compliance across all assigned sites and respond quickly toareas of concern. Review incidents, investigations, corrective actions, regulatory citations, andlicensing trends to identify patterns and improvement needs. Ensure all required documentation is completed accurately, timely, and inaccordance with state regulations and AIMED policies. Partner with compliance, clinical, administrative, and executive leadership toresolve regulatory and quality concerns. Ensure program leadership understands and implements AIMEDs policies andprocedures with consistency and professionalism. Incident Management andRisk Oversight The Regional Vice President of Operations must ensure that all incidents,investigations, crises, and health and safety concerns are handled with urgency,accuracy, professionalism, and regulatory compliance. Responsibilities include: Provide oversight of incident management, investigative reporting, follow-upactions, and required notifications. Ensure incidents are reported, documented, reviewed, and resolved inaccordance with AIMED policy and state requirements. Identify the root cause of operational, behavioral, staffing, or service-relatedconcerns. Ensure corrective action plans are meaningful, measurable, and implementedeffectively. Monitor trends involving behavioral incidents, medical concerns, staffperformance issues, participant safety, and program risk. Support teams in responding appropriately to crises, emergencies, behavioralescalations, and service disruptions. Ensure individuals are supported in a safe, respectful, therapeutic, and person-centered manner. Promote proactive risk management rather than reactive crisis response. Stakeholder Engagement and External Relations The Regional Vice President of Operations serves as a senior representative of AIMEDin the assigned region and must maintain strong, professional relationships with internaland external stakeholders. Responsibilities include: Serve as a primary liaison between executive leadership, regional teams, localpartners, families, Supports Coordinators, Administrative Entities, communityagencies, and regulatory representatives. Represent AIMED professionally in meetings, service planning discussions,discharge planning, admissions, and community partnerships. Build trust and credibility with stakeholders through clear communication, follow-through, professionalism, and ethical decision-making. Collaborate with the Chief Program Officer, Clinical Manager, and executiveleadership regarding new admissions, discharges, complex cases, and servicetransitions. Respond to stakeholder concerns in a timely, respectful, and solution-focusedmanner. Advocate for the needs, rights, safety, and independence of individuals servedwhile protecting AIMEDs mission and standards. Decision-Making and Problem Solving This senior leadership role requires the ability to make thoughtful, timely, andsometimes difficult decisions in complex operational environments.Responsibilities include: Identify problems clearly and determine the root cause of issues. Make reasonable, informed decisions even when all information is notimmediately available. Use sound judgment, calculated risk assessment, data, policy, and leadershipexperience when making decisions. Address challenges directly rather than maintaining the status quo. Encourage healthy, productive discussion to prevent organizational blind spots. Bring solutions, recommendations, and strategic options to executive leadership. Balance compassion, compliance, fiscal responsibility, safety, and organizationalintegrity in decision-making. Cross Department Collaboration and Alignment The Regional Vice President of Operations is responsible for ensuring alignment acrossdepartments so that operational goals are achieved in a unified and effective manner.Responsibilities include: Collaborate with Human Resources, Recruitment, Finance, Compliance, Clinical,Training, Quality Assurance, and Executive Leadership. Communicate department needs, operational concerns, staffing barriers,compliance issues, and program updates clearly and professionally. Help mitigate conflicts between departments and promote shared accountability. Ensure all teams are working toward AIMEDs mission, strategic objectives, andservice expectations. Support consistent communication between program leadership andadministrative departments. Strengthen systems that improve workflow, accountability, communication,documentation, and service delivery. Training, Learning, and Staff Readiness The Regional Vice President of Operations is responsible for ensuring that leaders andstaff understand AIMEDs policies, procedures, systems, and training expectations.Responsibilities include: Continue to learn, apply, and reinforce AIMEDs processes, procedures, policies,and operational standards. Ensure all staff complete mandated training within required timeframes. Monitor training compliance and partner with the training department to addressdeficiencies. Ensure staff are properly trained to support individuals with complex needs,including behavioral, medical, emotional, and daily living support needs. Provide positive reinforcement, coaching, and corrective feedback when policiesand procedures are not being followed. Promote a learning culture where staff are equipped, supported, and heldaccountable. Required Knowledge and Skills The Regional Vice President of Operations must have or be willing to become proficientin the following: Pennsylvania Office of Developmental Programs regulations. 3800, 6100, and 6400 regulatory requirements. Incident management and investigative reporting. State licensing requirements and annual licensing preparation. Individual Support Plans and person-centered planning. Residential services operations. Health and safety standards for individuals with intellectual and developmentaldisabilities. Staff supervision, performance management, and corrective action. Qualifications The Regional Vice President of Operations must meet one of the following educationand experience requirements: Masters degree in human services, Social Work, Psychology, HealthcareAdministration, Public Administration, Business Administration, NonprofitManagement, or a related field, with at least two years of relevant senior-levelhuman services experience; or Bachelors degree in human services, Social Work, Psychology, HealthcareAdministration, Public Administration, Business Administration, NonprofitManagement, or a related field, with at least three years of relevant senior-level leadership experience. Additional qualifications include: Previous leadership experience in intellectual and developmental disabilities,residential services, behavioral health, child welfare, healthcare, or humanservices preferred. Experience supervising managers, directors, or multi-site teams preferred. Strong understanding of regulatory compliance and quality assurance. Ability to develop and maintain a positive team environment. Ability to take direction from executive leadership and effectively relay informationto assigned teams. Ability to delegate responsibilities while maintaining accountability. Ability to work nonstandard hours as needed. Flexibility to respond to urgent program needs. Must have a reliable vehicle and ability to travel to assigned sites. Must clear criminal background, FBI, child abuse, and all other requiredclearances. Required Certifications The candidate must currently hold or be willing to obtain the following certifications: Certified Investigator or ability to become certified. Quality Management certification. Medication Administration Train-the-Trainer or ability to become certified. CPR, First Aid, and AED certification. Any additional certifications required by AIMED, licensing, or regulatory bodies. Work Schedule and Expectations This is a senior leadership position that requires flexibility, responsiveness, andprofessional availability beyond a traditional work schedule when necessary.
