RESOURCE TECHNICIAN
JOB DESCRIPTION
PRIMARY RESPONSIBILITIES MAY INCLUDE BUT ARE NOT LIMITED TO:
Duties and Responsibilities
Dirt, Gravel & Low Volume Road (DGLVR) Program:
. Fully administer all aspects of the Jefferson County DGLVR Program.
. Assist municipal officials with DGLVR Road Program - Project proposals, Job cost tracking, Budget estimation, and final cost approvals, Implementation of BMP's, On-site technical assistance.
. Arrange for educational and demonstration events and activities to promote BMP's of the DGLVR
program.
. Maintaining the online GIS Live Project Mapper (or current system) database for Jefferson County.
. Compile and submit quarterly and yearly reports according to the State Conservation Commission and Center program guidelines.
. Rank applications and present results to the Quality Assurance Board.
. Routinely reviews DGLVR policy to ensure compliance with SCC and Center.
. Generate contracts for approved applicants.
. Provide construction inspection and oversight on approved projects.
. Collect and review invoices, complete cost and performance reports, submit payment request.
. Maintain budget expenses within the categories of construction, administration and education while working with the District Manager and the Administrative Assistant to track program expenses.
. Maintaining a daily diary of all work activities including mileage and project documentation.
. Prepare a program annual report for the District Manager.
Chapter 102 Program:
. Attend training sessions provided by the Department of Environmental Protection as a requirement to become an authorized inspector for soil erosion and sedimentation controls.
. Handle erosion and sedimentation control complaints by gathering the necessary information, documenting the information and assessing the problem in the field.
. Make routine visits to earthmoving sites to determine the degree of implementation of best management practices to tactfully solicit a commitment from contractors to take needed actions to alleviate problems.
. Set up workshops, write articles, and offer technical assistance on topics related to program areas.
Chapter 105 Program:
. Inspect complaints relating to permit requirements.
Administrative:
. Keep a daily log and report monthly activities to the Conservation District board.
. Attend monthly district meetings and report to the Board of Directors activities and accomplishments for the month.
. Participate in other District programs as assigned by the District Manager or the Board of Directors.
REQUIRED MINIMUM QUALIFICATIONS
. Bachelors Degree in Natural Resource Management/related natural resource field and/or equivalent combination of experience and training, i.e., Roadwork, construction, heavy equipment operator.
. Ability to work independently with minimal supervision.
. Ability to communicate effectively with a wide range of individuals.
. Knowledge of matters pertinent to conservation and the environment.
. Knowledge of computer operations - Microsoft Word, Excel, PowerPoint and common database software including GIS and GPS.
. Must be physically capable of doing manual field work for quality control.
. Possess a PA driver's license and a clean driving record.
WORKING CONDITIONS
. The Resource Technician is expected to work 35 hours per week. A typical week will be Monday through Friday 8:00 a.m. to 4:00 p.m. with a one-hour lunch. Adjustments to the work schedule shall be coordinated with and approved by the District Manager.
. Works indoors with adequate workspace, lighting, temperature, and ventilation.
. Works outdoors in all weather conditions to accomplish the specific responsibilities.
. Works outdoors performing maintenance work; exposed to dirt/dust/vibrations of vehicles & equipment.
. Travels frequently to various locations to perform work or inspections and during all seasons; exposure to outdoor elements, including snow, storms, and icy roadways.
. Some outdoor exposure to fumes/odors from tools, paints, and other maintenance supplies.
. Periodic meeting attendance beyond normal work hours including travel to training sessions, educational workshops, and other meetings as required.
SUPERVISION AND GUIDANCE
The Resource Technician receives instruction from and is under the supervision and guidance of the District Manager.
