Responsibilities

  • Responsible for fiscal management of a major program>$70M) of the County.
  • Understand rules, procedures and claiming requirements and shape plans of operation to maximize federal and state claiming and revenue to the county.
  • Perform financial and client accounting and reporting functions of the agency.
  • Prepare DHS required quarterly financial and client accounting reports, expenditure invoices and state/federal revenue invoices for agency and Juvenile Probation.
  • Analyze financial and client data to establish trends and to measure performance.
  • Prepare and oversee the annual state needs-based plan and budget and annual county budget.
  • Establish and maintain agency fiscal procedures and monitors for regulatory compliance.
  • Facilitate annual county single audit for agency, State Auditor General’s audit for agency and any special purpose reviews conducted by the agency.
  • Provide required financial and client related details to auditors.
  • Prepare year-end audit confirmations for purchased services providers’ auditors.
  • Meet federal and state client AFCARs and CY28 data requirements.
  • Direct, supervise, and evaluate fiscal and client eligibility supervisors.
  • Plan, assign, review, and supervise the work of multiple employees, with assistance of reporting supervisors.
  • Understand and oversee the establishment and maintenance of client eligibility and grant programs for accessing federal, state, and program funding.
  • Understand and oversee client eligibility and redetermination processes for Title IV-E, TANF, and medical extensive program requirements of the Title IE-E Program.
  • Review expenditure invoices as part of payment process, review revenue report before submission to County Treasurer.
  • Oversee reconciliation of county and agency financial records.
  • Direct preparation and submission of supportive payroll data to County’s payroll office.
  • Provide guidance, training, and technical assistance to subordinates.
  • Maintain contact with DPW, Association of CYF Fiscal Officers, and the public.
  • Contact of varied types must be maintained with vendors and funding entities to maintain the program and promote good relations. Some of these contacts may be difficult to resolve and require careful handling.
  • Work and maintain contact with managerial staff of county departments, including needs and problems for the department, accomplish tasks, and to exchange information.
  • Ability to make decisions for the agency relating to financial administration and maximization of claiming and revenue, information technology design, and support for changing and complex program of DHS. Independent actions are made in consultation with the CYF Administrator.
  • Ensure compliance with accounting and fiscal policy and identifying error by social services staff indetermination of eligibility for major funding programs. Failure to identify errors could have a significant impact on revenue to the county.
  • Directly supervise staff members including the fiscal officer 2, eligibility supervisor, and fiscal supervisor.
  • Work collaboratively with fiscal leadership staff to ensure duties are evenly distributed and performed.
  • Perform other duties as assigned.

Essential Requirements

  • A business-related bachelor’s degree that includes six college credits in accounting and three years of accounting and/or budgetary experience; or a business-related Associate’s Degree that includes six college credits in accounting and five years of accounting and/or budgetary experience; or one year as a Fiscal Officer 2; or any equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
  • Knowledge of the principles and practices of human services related fiscal administration.
  • Knowledge of accounting principles and procedures.
  • Knowledge of the principles and practices of auditing, cost accounting and reconciliation.
  • Knowledge of the capabilities of electronic and automatic data processing as it relates to fiscal operations.
  • Knowledge of human services and/or child welfare program planning and operations as it relates to fiscal management.
  • Knowledge of modern office management methods including being paperless, using electronic filing, etc.
  • Ability to identify and analyze trends and provide fiscal and budgetary forecasts.
  • Ability to plan, assign, review and supervise the work of a staff of professional, technical and clerical employees.
  • Ability to display effective and appropriate leadership skills by providing direct conversations, building relationships and increasing trust.
  • Ability to provide guidance, training and technical assistance to subordinates and to staff of program funded and fee-for-service agencies.
  • Ability to evaluate staff and program effectiveness.
  • Ability to establish and maintain effective working relationships with county, state and federal officials, public or private administrators, subordinates, associates and representatives of provider agencies and others.
  • Ability to express ideas effectively and professionally, both orally and in writing.
  • Requires understanding and interpretation of highly complex and changing fiscal policies, operations and processes of DHS, with logical conclusions based on analysis of long-range effects on the program.
  • Ability to maintain effective working relationship with various County Departments, State Offices, and local Social Security Office.
