Summary

The primary purpose of this position is to process, analyze, and post all tenant accounts receivable (TAR). The incumbent will develop reports, manage security deposits, reconcile accounts, and process tenant move-outs.

All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

  • Checks HACP online accounts; lockbox and payer express, each day for posted tenant payments, and processes all transactions.

  • Investigates payments with incomplete information to identify tenant and posts as appropriate and ensures that tenant fees and charges are posted

  • Provides support and guidance to various internal and external departments and agencies relative to TAR activity

  • Reviews and processes corrections and adjustments submitted by property managers.

  • Performs all financial close-out procedures for vacated tenants, such as submit tenants with outstanding charges to collections or other legal action, as appropriate

  • Processes and reconciles monthly receipts as they relate to Chapter 13 (bankruptcy), Collection Agency payments, Vendor Payments, Utility Tenants, etc.

  • Assists in year-end closeout in anticipation of annual audit, Maintains and archives TAR records per Finance Department policies.

  • Processes and generates required TAR reports, such as the quarterly Collection-Loss report for the Board.

  • Maintains financial processing for LIPH FSS participants

  • Posts journal entries and provides back up to Accounts Payable, as needed

  • Performs other duties as assigned

Education and/or Experience

Bachelor’s Degree in accounting preferred, minimum requirement is an Associate’s Degree in accounting or related field. Both degree levels require a minimum of 2 years of professional accounting experience. Knowledge of automated accounting systems required.

Technical Skills

To perform this job successfully, the employee should have strong computer skills (MS Word Excel, and Gmail). Must have the ability to learn other computer software programs as required by assigned tasks.

To perform this job successfully, the employee is frequently required to remain in a stationary position. Daily movements include sitting; standing; operating computers and other office equipment; moving about the office; and attending onsite and offsite meetings. The employee must be able to communicate via email and verbally via telephone. The employee must occasionally transport up to 25 pounds.

Office environment. The noise level in the work environment is usually moderate.

Employees must have access to 24 hour reliable internet service. Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.
