About the role Balfour Beatty Investments is seeking a highly adaptable and strategic Subcontracts Director with a strong background in government contracting, material purchasing, and largescale sourcing. This leader will oversee the full subcontracting and procurement lifecycle, guiding organizational strategy, developing highperforming teams, and driving excellence in sourcing, negotiation, subcontract management, and supplier relationship management. The ideal candidate is a decisive, forwardthinking leader who thrives in a fastpaced environment, brings deep expertise in compliance and acquisition strategy, and consistently demonstrates strong organizational discipline and attention to detail. You may be eligible for a $500 net sign on bonus to be paid out in your first paycheck What you'll be doing Confers with suppliers and analyzes suppliers' operations to determine factors that affect prices and determines best value and/or lowest cost consistent with quality, reliability, and ability to meet required schedules. May analyze production/procurement data to develop procurement strategy for the company. Maintain complete, accurate, and auditready subcontract files, ensuring all documentation, compliance items, and communications are properly captured Contributes to the development of new concepts, techniques, and standards. Considered an expert in field within the organization Providing insight to new regulatory requirements, processing, and contracting trends that could impact the organization. Develops solutions to complex problems, which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization objectives. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized services, materials, and equipment for the company in coordination with the legal department. Establishes new processes and controls within the entire procurement life cycle Prepares bid packages, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts. Providing procurement documentation and evaluation to support personnel in analyzing contract requirements, special provisions, and terms to ensure compliance with regulations, policy, and guidelines. Negotiates and coordinates additions, deletions, or modifications to subcontracts in coordination with the legal department. Signs supplier agreements and purchase orders within established authority. Providing appropriate competitive vendor opportunities for best value to the government at the minimum defined requirements Knowing the supply chain process for supporting the government customer. Leads the subcontracts and procurement organization and manages supplier relationships throughout the procurement life cycle. Ensures adherence to processes and procedures that best support the company. Ensures proper distribution of workload and resources to support business needs Fosters a culture of accountability, collaboration, and continuous improvement. Who we're looking for Experience in providing professional services necessary to perform acquisition, contract management and administration support services in a manner fully consistent with applicable statutes and regulations. Knowledge of Federal and non-Federal acquisition processes and most of the industry standard practices used by both DoD and commercial entities, i.e. Bachelor's Degree required 12 years and at least 5 years people management experience Demonstrated people leadership Deep understanding of subcontract lifecycle Expert knowledge of subcontract negotiations, price analysis, complex terms, and risk management Ability to manage multiple actions under deadlines Excellent organizational skills, problem solving skills, and the ability to interface with suppliers, internal customers, and external customers Proficiency with MS Office (Excel/Word) Familiarity with construction project environments and/or government contracting principles is a plus Training Review Subcontracting Policy and Procedures in the Policy Center Service Agreement Training Modules in BBU Zycus Microsoft Teams Smart Sheet Additional training as required #LI-BBinvestments #IND123 Pay Rate: $175,000 yr. - $210,000 yr.* *This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee's pay position within the salary range will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, shift, travel requirements, any collective bargaining agreements, and business or organizational needs. No amount of pay is considered to be wages or compensation until such amount is earned, vested, and determinable.
