Project Manager / Estimator
A well-established heavy civil construction firm is seeking an experienced Project Manager to oversee transportation and infrastructure projects across Pennsylvania. This role is responsible for managing projects from pre-construction through closeout, ensuring compliance, budget control, schedule adherence, and coordination with public-sector owners.
Key Responsibilities
- Manage heavy civil and infrastructure projects from award through completion
- Serve as the primary point of contact for public owners and stakeholders
- Coordinate with owners, inspectors, subcontractors, and internal field teams
- Develop and manage project schedules, budgets, and cost controls
- Review plans, specifications, and contract documents for compliance
- Prepare and track RFIs, submittals, change orders, and progress reports
- Ensure projects meet safety, quality, and regulatory requirements
- Support estimating and pre-construction efforts as needed
Preferred Qualifications
- Experience managing roadway, bridge, or transportation infrastructure projects
- Familiarity with project management and scheduling software
- Background working on publicly funded construction projects
Requirements
- Bachelor’s Degree in Civil Engineering (required)
- Minimum 5+ years of experience as a Project Manager in heavy civil construction
- Direct experience working with public owners such as PennDOT and the PA Turnpike Commission
- Strong understanding of DOT specifications, public bidding, and compliance requirements
- Proven ability to manage multiple stakeholders and project timelines
- Strong organizational, communication, and leadership skills
