The City of Harrisburg is accepting applications for a Construction Tradesman in the Department of Public Works - Bureau of Neighborhood Services. This position is responsible for performing maintenance repairs and construction of various structures throughout the City. Work is performed under the general supervision of the Director of Public Works or his/her designee.



COMPENSATION & BENEFITS
The City of Harrisburg offers an annual salary range of $52,758.54. This full-time FSLA position also includes an excellent benefits package: defined pension plan, paid holidays, paid time off (vacation, sick and personal time) and health care benefits (medical, dental, prescription and vision).

Construction Tradesman - Department of Public Works - Bureau of Neighborhood Services


Definition:

This position is responsible for performing maintenance repairs and construction of various structures throughout the City. Work is performed under the general supervision of the Director of Public Works or his/her designee.

Equipment/Job Location:

Work is performed throughout the City on streets, right of ways, buildings, sewers, in various locations in the City. Work involves the use of, but not limited, to shovels, hammers, saws, picks, sledgehammers, tampers, portable mixers, jackhammer, hand rollers, chain saws, and small power-operated hand tools. Motor vehicles such as sedans, pickups, dump trucks, tractors, backhoe, front-end loaders. Employees are subject to noise and vibration, fumes, odors, toxic conditions, dust, poor ventilation, and inclement weather. Safety equipment such as gas detectors, harnesses, tripods, cones, barricades, hand held flags, etc… are used. Work is occasionally performed in confined spaces. Duties typically are performed weekdays 7:30 AM to 4:00 PM, however, employee may work nights, weekends, and holidays as required.


Essential Functions:

Work involves, but is not limited to the following: repairs to streets, buildings, sewers and various structures through-out the City. Mixes concrete, digs and backfills trenches, laying of block or brick, and performs general maintenance and construction duties. Operates motor vehicles such as sedans, pickups, station wagons, dump trucks, tractors, backhoe, front end loader. Assist in bulk pick up of various items throughout the City. Assist co-workers, and maintains a safe working environment. Provides guidance for employees in lower classifications. Pours and finishes concrete; lay out and complete framing of buildings and roofs, plumbing systems, and sewer manhole rehabilitation. Sets up and uses rescue retrieval system weighing 200 lbs. (With the assistance of two (2) additional workers). Loads/unloads materials for the job (weighing up to 75 lbs.). Enters, exits, and performs work in trenches (up to 18 ft. deep). Remains alert and reacts appropriately to audio and/or visual alarms on vehicular equipment, gas detectors and rescue retrieval system. Maintains regular, punctual and predictable attendance. Reports to work and remains at work in a productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public. Completes all job assignments in an efficient, consistent and timely manner.

Non-Essential Functions:

Performs other reasonably related duties in equal or lower classification as assigned by supervisory personnel. Performs work as directed by supervisors in accordance with Article XXX, Job Classification, Section 1 provision of the Basic Labor Agreement.

Required Knowledge and Abilities:

  • Good knowledge of hand and small power tools.
  • Ability to operate hand and small power tools.
  • Ability to operate all tools and equipment in accordance with all safety requirements.
  • Ability to operate various motor vehicle equipment including, but not limited to dump trucks, backhoe, front end loader, and tractors.
  • Ability to understand and follow instructions.
  • Ability to adapt to situations involving repetitive duties and remain alert with respect to dangers involved with sewer gases, etc. Ability to perform minor maintenance on equipment and fixtures being used.
  • Ability to react quickly and appropriately to alarms and hazardous situations.

Qualifications:

High School diploma or equivalent. Three years of experience in the construction trade or three years of related Vo-tech training. Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. A valid Pennsylvania Commercial Driver's License, Class B, with tanker endorsement.
