Heavy Civil Estimator – Excavation / Site Development

A well-established Heavy Civil / Site Development Contractor is actively seeking an experienced Estimator to support a strong backlog of excavation, utilities, and infrastructure work throughout Northeastern Pennsylvania.

This is an excellent opportunity for a construction professional with experience pricing earthwork, underground utilities, roadway, paving, and public works projects who wants long-term stability, strong compensation, and career growth.

Responsibilities

• Prepare detailed quantity takeoffs, cost estimates, and competitive bid proposals** for:
o Site Development
o Mass Earthwork / Grading
o Underground Utilities (Storm, Sewer, Water)
o Roadway, Asphalt & Concrete
o Heavy Highway and Infrastructure Projects

• Review plans, specifications, and geotechnical reports to identify:
o Constructability risks
o Value engineering opportunities
o Scope gaps and pricing exposure

• Solicit and evaluate subcontractor/vendor pricing
• Participate in pre-bid meetings, site walks, and post-bid reviews
• Support bid strategy, scheduling, and project phasing
• Collaborate with Project Managers and Field Operations to ensure smooth turnover from estimate to execution
• Track production rates, market pricing, and estimating benchmarks

Qualifications

• Three (3) + years of estimating and/or project mgmt. experience in Heavy Civil, Excavation, or Site Development
• Experience preparing multi-million dollar (Avg ~$3M–$20M+ range)
• Strong understanding of:
o Cut/fill analysis
o Mass grading operations
o Underground utility construction
o DOT, municipal, and private development work
• Experience with software such as:
o HCSS HeavyBid
o Agtek
o Bluebeam
o InSite
• Ability to read and interpret civil plans, specifications, and survey data
