Survey Production Manager
Horizon Engineering Associates is building the next phase of its surveying group and is beginning conversations with experienced professionals who are interested in leading how survey work is produced and delivered.

This is a management-level role based in person at our Pennsburg, Pennsylvania office, focused on standards, systems, and workflows on the location side of the survey department. The position is designed for an experienced professional who wants to lead how survey work is produced and delivered, with licensed oversight and construction execution supported by other leaders.
What This Role Is About
- Owning and improving survey production systems
- Establishing and enforcing CAD and drafting standards
- Implementing and refining SOPs and workflows
- Managing drafting schedules and supporting CAD staff
- Developing accurate and realistic deliverable timelines
- Tracking production progress to ensure timelines are met or proactively revised when conditions change
- Improving field-to-office coordination and QA and QC consistency
- Reducing rework, bottlenecks, and production friction
This role exists because Horizon is intentionally separating responsibilities. Professional licensure, construction execution, and production systems each have dedicated leadership. That structure gives this position real authority and meaningful impact.
Who This Role Is For
- An experienced survey professional who understands how survey deliverables are produced. Licensure as a Professional Land Surveyor is preferred but not required.
- Someone comfortable forecasting workloads and managing schedules, not just reacting to them

Licensure is preferred but not required. Experience, judgment, and the ability to lead production effectively matter most.

How We Measure Success
Success in this role is measured by clarity, reliability, and continuous improvement across survey production, not by hours logged or constant firefighting. Indicators of success include:
- Deliverable Reliability
- Survey deliverables are issued on or ahead of committed timelines, with schedule risks identified early and communicated proactively when adjustments are required.
- Schedule Ownership and Forecasting
Drafting schedules and production timelines are realistic, visible, and actively managed. Workload forecasts align with staffing capacity and project complexity.
- Consistency and Quality
CAD standards, templates, and SOPs are clearly documented, consistently applied, and result in reduced rework and predictable deliverable quality.Field-to-office hand-offs are clean, bottlenecks are reduced, and workflows improve over time through deliberate system refinement.CAD staff and technicians understand expectations, receive clear direction, and are supported by systems that enable focused and productive work.Department leadership is freed from day-to-day production issues and can focus on professional oversight and execution.As workload increases, production remains controlled and organized rather than reactive, supporting sustainable growth.
