Job Purpose:
The Assistant Director of CampusSafety & Police Captain ("Captain") leads the day-to-day operations of the University of Scranton's law enforcement department. Reporting tothe Executive Director of Campus Safety & Chief of University Police, the Captain ensures police services support a safe, inclusive campusenvironment. Grounded in the Jesuit tradition of cura personalis , the Captain oversees daily law enforcement operations, supervisessworn and non-sworn staff, ensures legal and accreditation compliance, and advances community-oriented policing rooted in dignity, justice,compassion, and accountability. The Captain is the back up leader if the Chief is away for a period of time.
EssentialDuties:
Operational Leadership:
- Provide command-level leadership for 24/7 campus policeoperations, ensuring effective deployment, readiness, and continuity of services in alignment with IACLEAstandards
Supervision & Personnel Management:
- Lead, supervise, and develop swornand non-sworn personnel while promoting professional standards, accountability, wellness, and continuous training
Policy, Compliance & Professional Standards:
- Ensure departmental compliance withapplicable laws, regulations, and professional standards, including Clery, Title IX coordination, and internal accountability processes
Community Engagement & Campus Partnerships:
- Foster trust-based relationships andcollaborative partnerships across the campus community through community-oriented policing and visible, values-centered leadership
Emergency Management & Preparedness:
- Support emergency planning, incident response,and threat assessment efforts using trauma-informed, de-escalation-focused, and continuous improvement practices
Administrative & Strategic Support:
- Provide operational, analytical, andadministrative support to the Chief, including planning, accreditation, reporting, data analysis, and delegated commandresponsibilities
- Must have the visual and hearing acuity acceptable forperforming all functions and responsibilities of a police officer as specified by the Municipal Police Officers Education and TrainingCommission
- Demonstrated knowledge of IACLEA standards, contemporary campus policing practices, and theunique legal and developmental considerations of higher education environments.
- Demonstrated leadership, communication,and collaborative skills
- Ability to lead diverse teams in a complex, 24/7 residential environment
- Sound judgment anddecision-making under pressure
- Commitment to equity, inclusion, and respectful engagement with all community members
- Proficiency with records management systems, dispatch/communications systems, and standard office software
- Availability forrotating shifts, nights, weekends, holidays, and on-call response as required
- Ability to perform the essential physical functions of a sworn law enforcement officer, with or without reasonable accommodation
- The ability to uphold human dignity and respect by recognizing each persons worth, valuing diverse perspectives, and treating others with kindness, fairness, and empathy
- Must be able to respect, support and contribute to the Universitys Catholic and Jesuit mission
Minimum EducationRequirements:
- High school diploma or equivalent required
- Current Pennsylvania Title 53 (Act 120) certification priorto beginning employment
- Must meet the certification requirements of the Commonwealth of Pennsylvania Lethal Weapons Training Act(Act 235)
- Bachelors degree in criminal justice, public administration, or a relatedfield preferred
- Minimum of five (5) years of law enforcementexperience, including at least three (3) years in a supervisory or command role, preferably within a campus law enforcement agency
- Must be a citizen of the United States
- Must possess a valid drivers license
- At the time of appointment, must be a resident of the Commonwealth of Pennsylvania
- Must be of good moral character; any candidate offered employment, must submit to a background investigation, to include: a criminal record check for convictions, a credit history check, a driving record, a drug screen for drug and alcohol which shall be determined using laboratory testing procedures, be personally examined by a Pennsylvania licensed psychologist and found to be psychologically capable to exercise appropriate judgment
Preferred Qualifications:
- Experience supporting or maintaining accreditation (e.g., CALEA) or alignment with IACLEA professional standards
- Advanced training inincident command, emergency management, behavioral threat assessment, crisis intervention, restorative or harm-reduction practices, andtrauma-informed response
