Program Manager – Enterprise Digital Delivery (PLC Program)

Location: Harrisburg, PA (Hybrid)

Schedule: 37.5 hrs/week (8:00 AM–4:30 PM) | Contract

Role Summary:
"Navitas Partners, LLC" is seeking an experienced Program Manager to lead a large-scale enterprise digital transformation initiative for Permitting, Licensing, and Certifications (PLC). This role oversees end-to-end delivery of complex, cross-functional programs within a modern Agile digital services environment focused on improving citizen-facing services.

Key Responsibilities:

• Lead end-to-end delivery of a multi-workstream enterprise program
• Define program vision, roadmap, governance, and execution strategy
• Manage cross-functional alignment across product, engineering, UX, operations, procurement, and vendors
• Establish governance frameworks, operating model, cadence, and escalation paths
• Oversee integrated program planning, dependencies, risks, milestones, and budgets
• Drive executive reporting, stakeholder communication, and decision facilitation
• Manage risks, issues, and mitigation strategies to ensure delivery success
• Oversee vendor performance, contracts, and financial tracking
• Support Agile teams with sprint planning, ceremonies, and delivery metrics
• Ensure predictable delivery outcomes within scope, timeline, and budget

Required Qualifications:

• 8–10+ years in program/portfolio management
• Experience leading large-scale, multi-million-dollar, multi-year programs
• Strong cross-functional leadership and stakeholder management skills
• Experience with Agile, Waterfall, and hybrid delivery models
• Strong governance, communication, and executive reporting skills
• Vendor and external partner management experience

Preferred:

• State government or public sector experience
• Salesforce exposure
• PMP / Scrum Master certification
• Experience with Agile tools (Confluence, Azure DevOps, SharePoint, etc.)
• Experience launching programs in early-stage environments
